Bids were opened before the Tuesday morning, August 24, 2021 meeting, for the Nova Sewer Project. There were eight bids: Bryan Excavating $280,870; Crestline Paving and Excavating $398,764; Geo Gradel Co. $310,948; Hanks Plumbing and Heating $345,717.50; B. Hilz Excavating $490,456; Vernon Nagel, Inc. $439,553.75; Edward Kelly & Sons $296,085; and ER Zeiler Excavating $491,587.
The meeting was called to order at 9:08 with the Pledge of Allegiance and prayer. Commissioner Joe Short was absent so Commissioners Jeff Rupp and Jon Rupp carried the business for the day, approving:
-Minutes from August 19, 2021 and payment of bills
-Increase and transfer of appropriations for various departments
-Resolution 2021-610 Establishing Rates, Boarding, Redemption and Adoption fees for the year of 2022
-Purchase orders and travel requests
They also reviewed the Certification of Cash Payments for Ditch 2141-Myers. The meeting adjourned at 9:15. The Thursday morning, August 26 meeting included the passage of:

-Resolution 615 Authorize County Engineer to participate in OPWC State Capital Improvement Program to Execute Contracts as required for the Road 16 and Road 8-1 Resurfacing Projects

Melissa Bodey from CEBCO, County Employee Benefit Consortium of Ohio was present to give the Commissioners a Second Quarter report.
She shared percentages of employees using the benefits for vision, dental, medical and prescription drugs and Anthem Medical and Prescription Enrollment and Claims data.
Fulton County saw an increase in claim dollars for inpatient procedures while there was a decrease in outpatient procedures. There was a very slight decrease in professional visits as well.
The county had a total of ninety five ER visits with thirty three of these visits falling in a “non-emergency diagnosis category.”
Bodey said that many people do not realize that ER is the most expensive way to go, so that is why there are so many that could have been treated elsewhere, but that number has actually gone down since the 2020 reporting which was 115 visits with 56 being non emergency.
The top five facility providers used by Fulton County employees are Toledo Hospital, University of Toledo Medical Center, Mercy St. Vincent Medical Center, Fulton County Health Center and Wood County Hospital.
5,298 prescriptions were filled for FC members for a total of $463,875 for a year. 712 were brand name and 4,586 were Generic. Mail order is used for 12% and 87% were filled at retail pharmacies. The Top three Therapeutic Categories are Anti-diabetics, Psychotherapeutic/Neurological agents, and Analgesics/Anti-Inflammatory meds.
LiveHealth Online was used quite often with the Highest Medical utilizers average group age being the 30-39 year olds, with the 50-64 age group at a close second.
This seems to be convenient so is used more than once by the 43% LHO utilizers. She finished by inviting the commissioners to the Renewal Meeting in Columbus on September 3, 2021.
