Following the Pledge of Allegiance and the approval of the minutes for the June 1, 2021 meeting, BPA Board moved into the other business of the June 15, 2021 meeting.
Clerk Treasurer Laura Rode gave her report, informing the board that as the May Financial Report was passed by the city council, she recommended that the Board approve it also, which was done.
The Board also voted to approve a Resolution “authorizing the demolition and removal of city-owned homes and allowing Fire and Police Departments to utilize for training purposes.”
It was explained that this is for the demolition of four city buildings. Some discussion was held concerning vandalism or break ins of those buildings before they are used for police and fire training.
They were assured that the buildings will be kept secure to keep further break-ins occurring, to cover their liability.
A Resolution “to authorize the sale of vehicles retired from public service” was approved as well. The description given for the vehicles was that they are “beyond their useful life.” Sealed bids will be opened on June 24, 2021 at noon.
The Board also approved a Resolution “to award the construction bid for the 34.5 kV Upgrade Project and rescind Resolution 18-2021.” This does not change who the low bidder was, or the contract. It is just a math/paperwork correction.
Approval of the payment of bills was given. Rhonda Fisher, Attorney, said that it would be wise to put No Trespassing signs on the properties marked for demolition.
Bryan Mayor Carrie Schlade said that beginning July 1, 2021, voting members can no longer participate in meetings via an electronic means.
If they are not present in person, they will not be paid and their votes will not count, as the bill allowing Zoom and teleconference meetings expires on June 30, 2021.
BMU will be represented in the parade on Saturday, June 19, in Bryan. Members all encouraged everyone to get out and enjoy the Jubilee, even though it will be different and shorter, and the Parade. Also, a reminder was given that Committee meetings will be held on Thursday, June 24.
A Bryan resident asked if she can take the deck off of 223 South Emmett, as she and her dad built it. The city paid $250 for the steps and she paid $800 for the deck.
She was informed that they took a sealed bid for everything in the house to avoid piecemeal purchases by renters. She can “bid on it and get it for a dollar and there is a good chance of that.”
She said she is concerned that someone else might outbid her.
Following a short discussion, the board asked if they could get back to her on that. Ms Fisher said that anything over a $1000 has to be bid on, this is under a $1000, but she did think they should discuss it and get back to the resident.
The Board went into Executive Session for Acquisition of Property.
