Kevin Chipman Receives Officer Of The Year Award At Council Meeting

Wauseon Police Chief Keith Torbet presented awards to two officers at the outset of the December 15 council meeting.

The Officer of the Year award went to Kevin Chipman. “He was nominated not once, but twice for his work throughout the year. He is currently serving as our detective and he was very instrumental in bring closure to our Continental Carryout robbery. He was able to find the suspect and get a confession out of him. He also helped close several other cases throughout this year. We truly feel he is an asset to our department,” said Torbet.

Assistant Chief William McConnell received an award for life saving along with Officers Ken Blankenship and William Rogers, who both already received their life saving awards. Torbet said that the “responded to a call of an unresponsive subject from an apparent overdose. When they got there the subject was in full arrest and for intents and purposes clinically dead. They were able to bring him back and without their action the subject would not be with us today.”

In other council business, the following items were approved:


•An agreement authorizing the mayor to enter into to a renewal contract with Fulton County for the provision of emergency medical and ambulance services effective immediately.

•An agreement authorizing the mayor to enter into a management consultant agreement with Clemans & Nelson for review of the city’s performance evaluation procedures, job classification plans, position descriptions, and compensation plan services effective immediately.

•An agreement authorizing the mayor to enter into an agreement with Medical Mutual for health insurance coverage effective immediately.


•The resolution to revise the City of Wauseon Investment policy, effective in 30 days.

•Second reading of the approval of the Solid Waste Management Plan update and the amendment to limit definition of “vicious” dog.

•First reading of the 2015 annual budget ordinance, an amendment to increase the amount council is paid to attend meetings from $30 per meeting to $40 per meeting and an amendment to increase the mayor’s annual compensation rate from $12,000 to $14,000 per year.


•A motion to authorize the mayor to execute the deed to transfer the ball diamonds to Wauseon Exempted Village Schools Board of Education without reservation of interest in the lights on the Bob Lammon field as moving the existing lights to a new location would only be slightly cheaper than purchasing new lights if and when they were needed.
