The Delta Village Council approved on first reading several items submitted by Police Chief Samuel Chappel during its meeting Monday evening.
Chappell was not present at the meeting to discuss the items due to being in a training session, but all five will require two more votes as is standard for ordinances, allowing more opportunities for him to answer questions as needed.
The first was a memorandum of understanding with the Bureau of Alcohol, Tobacco, Firearms and Explosives to streamline situations in which the bureau would be able to aid the village.
Sgt. Drew Walker said the measure will allow Chappell to remain active with the ATF. Chappell previously served as an ATF task force officer as part of his duties with the Columbus Division of Police.
Another item was a memorandum between the village and the Fulton County Sheriff’s Office which will allow them to share reports between the agencies.
The FCSO recently started using the same reporting system the Delta department uses, and the measure will increase the ease of communication between them.
The council also approved an agreement between the police department and the Pike-Delta-York Local School District for a school resource officer.
The school will pay the village $45,000 annually as part of the program, which will require the selected officer to take specialized training, the cost of which is covered by the state.
Council Member Anthony Dawson cast the sole dissenting vote on the measure after raising concerns that, if the department is unable to fill its open position before the new school year, the number of officers currently on patrol would be decreased.
Other items included an ordinance declaring a 2000 Chevrolet Malibu as surplus property, which will allow for it to be sold, as well as the annual authorization of a memorandum of understanding with the Fulton County Department of Job and Family Services.
OTHER BUSINESS
The council voted to approve on first reading an ordinance requiring council approval for site plans approved by the Planning Commission at the recommendation of Village Administrator Christopher Frazer.
The council agreed the village should ensure it is enforcing requirements for hold-harmless agreements for organizations using the park.
The council set the date for this year’s bulk trash pickup for Saturday, April 21. They previously agreed the village will pay the cost for the service this year, while directing Law Director Kevin Heban to look into adding a $20,000 annual levy to cover the cost in the future.
Another funding possibility discussed was increasing residents’ water/sewer bills by $1.19 per month, a total of $14.21 per year.
The council voted to adjust the sewer bill for a Maplewood Street whose home suffered a water line break after the resident reported the water drained into the ground and did not enter the village’s sewer system.
The council approved on final reading a resolution in support of renewal of the state’s capital improvement program in an upcoming election.
The council ended the public portion of the meeting by going into executive session to discuss “confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance.”
No action was expected as a result of the session. The next regular meeting of the Delta Village Council will be held at 5:30 p.m. on Monday, April 21, 2025, at 401 Main Street in Delta.
