The bids were opened during the May 31 meeting of the Board of Commissioners. The county engineer estimated the project to cost $2.17 million.
Bids received came from Gerken Paving of Napoleon for $2,180,040.55 and Shelly Co., of Maumee for $2,351,062.20. The engineer’s office will review the bids and return with a recommendation in June.
The project involves deep repairs, leveling and overlay of Road 6 in Amboy Township from U.S. 20 to Road N; leveling and surface overlay of Road 3 between roads J and K in Fulton Township; deep repair and surface overlay of Road K at Road 3 intersection; monument boxes; Swancreek Road C from Road 3 to Road 4.1; Swancreek Road 4 (Road D to Road E); Swancreek Road 2-2 (U.S. 20A to Road H and Swancreek Road 2 (Road D to Road EF).
The Fulton County Regional Planning Commission updated the commissioners on projects eligible for a portion of $110,000 allocated through the Community Development Block Grant program and one for the Competitive Set-Aside application.
The commissioners will convene a public hearing June 9 to receive comments on the following projects:
-Village of Fayette Water Tower painting (CDBG request $30,800; project cost $38,420)
-Village of Delta Fernwood Avenue reconstruction ($75,000; $755,465)
-Administration/Fair Housing: 20 percent of CDBG ($22,000 or revolving loan fund).
Delta is also seeking a CDBG competitive max of $300,000 for the Fernwood project.
The county’s revolving loan fund balance stands at $224,554. Of that, $75,304 will be considered for four projects using earmarked funds:
-Fayette Industrial Parkway, $63,000
-Wauseon Downtown Revitalization Grant, $50,000
-Swanton Staircase, $25,000
-Delta Planning Project, $11,250.
Planning Director David Wright recommends applying for a Competitive Set-Aside Critical Infrastructure grant for Delta’s Fernwood Avenue project. He states a determined amount of CDBG 2016 allocation funding could be used for leverage. This move would increase the chances of the application being approved.
Property owners affected by the proposed project along Ditch 2119-Trowbridge are urged to attend the public hearing at 10 a.m. July 19 at the commissioners’ chambers.
Notices have been mailed to affected property owners giving the option of paying in cash or having it added to the semi-annual tax assessments.
The board approved a sixth extension for the engineer to file the survey, reports and schedules for Ditch 2122-Swancreek. Commissioner Jeff Rupp opposed saying the engineer has had long enough and it is time to get moving.
The new deadline is 10 a.m. Nov. 10.
The board approved a new two-year agreement between the Sheriff and Motorola for radios at a cost of $55,035.
