Light Agenda For Archbold Village Council’s March 6th Meeting

The Archbold Village Council met in regular session on Monday, March 6, 2017. The group approved the following items presented by Mayor Jeff Fryman:
• The minutes of the February 20, 2017, meeting with no questions.
• Bills and Payroll in the amount of $278,312.62

The Council Members, Mayor Fryman, and Village Administrator Donna Dettling entered into Executive Session at 7:02 pm to discuss a potential property purchase and returned at 7:24 with no action taken.

Village Administrator Donna Dettling presented the following ordinance which Council voted to suspend the reading rules and approve:

• #2017-19 – An Ordinance Providing for the Issuance and Sale of $800,000 of Notes, in Anticipation of the Issuance of Bonds, for the Purpose of Paying Costs to Improve the Village’s Water System by Constructing an Addition or Equipping or Otherwise Improving the Village’s Water Treatment Plant and Related Facilities, and Declaring an Emergency. This is for the Anion System and the village will pay down $200,000 of the principal, then advertise to the local banks to see what rate is available. Dettling reminded council that these are annual notes, and the goal is to pay the interest, and as much of the principal as possible through this process.


Council was provided the minutes on the Police and Fire Committee meeting that was held on 11/22/16.

The following reports were provided to Council:
a. Income Tax Receipts for February 2017 – These were down 22% from last year at this time. However, Ms. Dettling said she did not feel this was anything to worry about at this time as February was a short month and she anticipates more people paying in March.
b. Street Department Labor & Equipment Report for February 2017
c. Zoning Permits for January and February 2017 – The permits indicate that new home construction has already doubled last years.
d. Financial Month End 2-28-2017

In Correspondence Items a paper showing the Appointments and Committees for 2017 was provided to the Council Members.


Under Council comments or concerns, Councilman Vaughn Bentz mentioned that while going through Defiance he noticed at the site of their new water tower construction a sign indicating that Public Works funds were used for the construction. Mr. Bentz wondered if it would be prudent to contact someone for Defiance City to find out information on the program. It was decided to make contact to determine if the program would be something that the village would want to pursue in the future.

Council adjourned at 7:29 pm. Archbold Village Council’s next regularly scheduled meeting will be Monday, March 20, 2017, at 7 pm. The German Township Fire Services Agreement that was discussed at the February 20th meeting will be revisited at the meeting.
