FUNDING … Williams County Engineer Todd Roth discusses finances and park board requests to the commissioners during Thursday’s meeting.

The Williams County Commissioners convened in regular session on Thursday, April 17. During the meeting, County Engineer Todd Roth discussed funding for the Park Board.
Roth had previously submitted a request for $30,000 to cover park operations—an amount that had been approved by the commissioners for the past two years.
However, after discussion, the commissioners decided more time was needed to review the Park Board’s financials before making a final decision.
Roth explained that, in the past, the Park Board would make smaller requests—$5,000 here, $3,000 there—as needed. This year, to streamline the process, he requested the full $30,000 upfront.
He clarified that the funds are strictly for operational expenses, noting that last year’s operations cost $27,000. He also mentioned the board was open to receiving the money either in full or in $10,000 increments, based on the commissioners’ preference. Ultimately, the commissioners approved the full $30,000 for park operations.
Roth also addressed the issue of leftover funds from two completed projects—one with a balance of $585 and another with $2,610.53.
He recommended that these remaining funds either be returned to the general fund or left in the park fund. The commissioners agreed to keep the money in the park fund to support future park initiatives.
An update was provided on the Hickory Hills Findings and Orders. Construction was scheduled to begin on April 7, and monthly reports are required until the project is completed in order to resolve outstanding compliance issues.
Additionally, Roth reported on the Alvordton Sewer Project, which is now underway. He explained that the contractor will be paid monthly, after which the county will be reimbursed.
To facilitate this process, Roth recommended establishing a startup fund of approximately $800,000. The commissioners moved to draft a resolution to allocate these funds to the Alvordton sewer line for initial project costs.

-Signed a permit for Toledo Edison to work within the County/Twp road right of way limits for pole replacements.
-Signed a permit for the use of county property form the Bryan Cruise In for weekly Cruise Ins around the square.
-Awarded Asphalt Paving project to Gerken Paving.
-Entered into agreement with Stark’s Heating & Plumbing for AC unit at Bryan Senior Center
-Met with First Energy local engagement specialist Victor Coleman Jr. to get acquainted.
-Adopted the Williams County Appointing Authority Personnel Policy and Procedure Manual.
-Signed Williams County Agricultural Society Annual Appropriations pursuant to ORC 1711 for $3,200.
