The Delta Village Council is moving forward with a plan to reduce the size of the village’s Community Reinvestment Area tax abatement zone in a split vote on the measure’s second reading.
Council members Lynn Frank and Anthony Dawson voted against the measure, which removed – among other areas – the locations of a pair of residential developments under the working name Delta Acres.
The pursuit of a tax increment financing district instead of a CRA abatement was part of the reason behind the CRA changes.
According to Village Administrator Andy Glenn, the first development is a 50-acre parcel at the intersection of County Road 7 and County Road H, which will feature typical single-family homes.
“The 35 to 40 acres off Adrian is going to be more of an estate lot development, the lots will be acre plus,” he said.
“It’s more of a private-style development with the streets and that, and those will all be custom-built homes. We’re hoping to get 25 to 30 in there.”
Glenn said the investment group that owns the parcels purchased them under the agreement to work with him and the village to get the infrastructure put in, one of the key functionalities of a TIF district.
He also said he has already been having conversations with the school district regarding the project, which is planned to include an 80 percent tax abatement for 20 years. A final vote on the CRA changes is set for the next council meeting.
The council also voted to approve the annexation of the parcels as well as to provide utilities, fire, and police protection. Those votes were made on an emergency basis and are final.
The council ended the public portion of the meeting by going into executive session “to consider the investigation of charges or complaints against a public employee or public official.”
The next regular meeting of the council will be held at 5:30 p.m. on Monday, May 20, at 401 Main Street in Delta.
