Fulton County residents may not be aware of all that goes on behind the scenes to keep things going smoothly, but the Fulton County Commissioners continually provide coverage for any number of issues and situations.

Every week they gather in a public meeting setting to discuss what is being done and to pass resolutions, some regular and some new and specific.

On the morning of February 4, 2021, the action taken included the passage of the minutes of February 2, 2021, the agenda for the present meeting and a review of the January Sales Tax Report as well as the Dog Warden reports for January 23 and 30.

Also accepted were an Amended Certificate of Estimated Resources, a Certificate of Non-Compliance and the Treasurer to Auditor Balancing Report. Another regular item that was approved was the Increase and Transfer of appropriations for various departments.

Commissioners Jon Rupp, Joe Short and Jeff Rupp also voted to approve:

•Resolution 2021-107 Award the bid for Ditch 2142-Pike Township to Jim Palmer Excavating out of Portage, Ohio

•Resolution 108 Approve Change Order #1 for Agreement 2020-77 with Jess Howard Electric for Runway 9/27 Lighting Rehabilitation Project (which adds a Helipad repair/upgrade to the project)

•Resolution 109 Authorize Board President to sign update to ODSA OCEAN form

•Resolution 110 Approve Citizen Participation plan update for CDBG Programs

•Resolution 111 Approve duplication of Benefits Policy and Procedure Plan for CDBG Programs

•Resolution 112 Approve Agreement 2021-22 with St. Caspar Catholic Church on behalf of the Board of Elections

•Purchase orders and Travel Requests
Fulton County Engineer’s office filed for Plans on Ditch 2141-Myers through Chief Deputy Engineer Rod Creager who said that the estimate of work needed was done. He showed the estimated costs for each aspect of the project and told commissioners that he had spoken with the city and they are willing to do part of the job.

He made some recommendations and proposals which included the involvement of Wauseon and the Commissioners scheduled the Hearing for April 1, 2021 at 9:30 for any parties involved.

With no further business, the Thursday meeting was adjourned. The Tuesday, February 9, 2021 meeting held more business as usual for the commissioners including the approval of the minutes from the February 4 meeting and the agenda for the present meeting.

Payment of the bills, Purchase orders and Travel requests, and Transfer of Appropriations for Various Departments were also approved.

In other business, they voted to approve:

•Resolution 119 Transfer funds from Solid Waste Management to the Board of Developmental Disabilities

•Resolution 120 Approve Pay Request #3 for Agreement 2020-77 to Jess Howard Electric for the Runway 9/27 Lighting Rehab Project

•Resolution 121 Approve Oversight of Agreement 2021-23 with Mohican Young Star Academy for IV-E Services on behalf of Job and Family Services

•Resolution 122 Approve oversight of MOU 2021-24 with Fulton County Workforce Development and JFS

•Resolution 123 Authorize Advertisement of Employment opportunity for Assistant Board Clerk

The meetings each lasted all of 15 to 30 minutes and much was accomplished for the county.
