The Fulton County Commissioners met on Tuesday, December 30, 2025. After the Pledge of Allegiance and an opening prayer, the board approved the minutes from the December 23 meeting, approved the day’s amended agenda, and approved payment of bills.
Commissioners then addressed several end-of-year and early 2026 operational items, including holiday schedules for county departments. The Engineer’s Office holiday schedule noted the office would be closed the day after Thanksgiving in 2026 instead of observing Columbus Day, while the County Highway Department schedule included Columbus Day as a holiday closure.
In the project business, on the Pleasant View Wastewater Treatment Plant replacement bid, the packet shows that bids were received at 9:30 a.m. on December 9, 2025.
Wessler Engineering submitted the bid evaluation to Public Utilities Director Randy Mahlman and the commissioners on December 22, 2025.
In that evaluation, Wessler reported three bids were received and listed the bid amounts as $1,535,849.00, $1,624,129.00, and $1,647,990.00, compared to an engineer’s estimate of $1,502,000.00.
Wessler noted the low bid was about 2 percent above the engineer’s estimate and stated the low bidder’s package appeared complete, with the firm indicating the contractor’s experience and qualifications appeared sufficient for the work.
The commissioners ultimately awarded the project to HJS Constructors, Inc. in the amount of $1,535,849.00, with the resolution stating the award followed the engineer’s recommendation and that a contract would be issued.
The bid tabulation included in the packet also shows that addenda acknowledgments and required certification forms were reviewed as part of the bid responsiveness check.
After the award, the included Notice of Award documentation identifies the project as the Pleasant View Wastewater Treatment Plant Replacement, lists the contract price as $1,535,849.00 lump sum, and shows Wessler Engineering’s project number as 704123.05.
It also outlines next steps for the successful bidder, including returning executed contract counterparts and providing contract security and insurance documentation within 15 days of receiving the notice.
The board also approved a 2026 agreement with Sprout Social, Inc. on behalf of Fulton County Job and Family Services, with contract materials listing a January 1, 2026, through December 31, 2026, term and a total cost of $11,020.32.
Another contract approved was with Rose Pest Solutions for seasonal exterior perimeter treatment at the Heritage Center, 8848 State Route 108, Wauseon.
The service agreement outlined initial service and equipment charges, along with recurring monthly service pricing.
Commissioners also approved final appropriations for Fulton County Fiscal Year 2025. Additional items were handled as part of year-end financial and administrative actions.
The board authorized appropriation increases and transfers that included moving $300,000 from the General Fund to the Rainy-Day Fund and $700,000 from the General Fund to the Capital Fund.
Commissioners also approved purchase orders and travel requests as submitted.
In personnel and risk management matters, commissioners approved a workers’ compensation claim recommendation tied to a Senior Center meal delivery driver injury dated December 11, 2025, with the documentation noting one lost day and a return to full duty.
The board also approved a Maintenance Department appointment, naming Scott Hicks to the position of Maintenance I, pending successful completion of required employment screenings, with supporting paperwork listing the wage rate at $26.00 per hour.
