Fulton County Commissioners Open Bids & Hears Reports

The Thursday, January 28, 2021 session by opening the bids for Ditch 2142-Pike Two.: Rupp Contracting $132,997; Geo Gradel Co. $135,571.27; Jim Palmer Excavating $130,721.33; G6 Infrastructure, LLC $142,009.50; and Gross Drainage Excavating $115,350.65.

Approved by the Commissioners were:

•Minutes for January 26 meeting and agenda for January 28


•Correspondence: EPA Fulton/Lucas Waterline Inspection Review Approved Ballot Language

•Increase and transfer appropriations for various departments

•Transfer funds for 4th Quarter General Fund reimbursements for Fuel, Copies, Supplies and Utilities


•Resolution 88 Approve Change Order #1, Pay request #2 for Agreement 2020-64 Vernon Angel for the Bridge 20N.5 Rehabilitation Project

•Resolution 89 Approve Change Order #2, Pay request #2 Final for Agreement 2020-64 to Vernon Nagel for the Bridge 20N.5 Rehabilitation Project

•Resolution 90 Approve Agreement 2021-19 with L&T Painting for the Fulton/Lucas Water Tower Rehabilitation Project

Following a short recess, the Commissioners reconvened for the First Hearing of CDBG Fiscal Year 21 Programing PY2021 Program presented by Austin Serna of Maumee Valley Planning Organization.

The Community Development Program has a new Allocation Planning open cycle grant that is a one-time $15,000 grant. There is also a New Allocation for Targets of Opportunity for $20,000 per project. Fulton County is not eligible for funds for the CHIP Program in PY2021 since this is a bi-annual grant and they just received funds in 2020.

The Neighborhood Revitalization Grant is an open grant for $750,000 which requires public participation, multiple public hearings and a maximum of 3 projects from the same community.

After the presentation, the Commissioners and Serna scheduled the First Public Hearing for March 2, 2021, with the second to be held in June where they will present any projects for approval.

Serna said that the time frame for these projects will take place over the next few years with the need for them to be completed by August of 2023. With no further business, the session was adjourned at 9:56 a.m.

The Tuesday, February 2, 2021 session held the approval of:

•Minutes of January 28, 2021 and agenda for February 2, 2021

•Payment of Bills and a review of Month End Financial Reports

•Increase and transfer appropriations for various departments

•Resolution 2021-099 Authorize Draw Request #10 from Ohio Development Services Agency for FY19 CDBG Program B-F-19-IAX-1

•Resolution 100 Amend Solid Waste Disposal Rate at Fulton County Transfer Station

•Resolution 101 & 102 Personnel Requests for JFS

•Purchase orders and travel requests

Ziad Musallam, Sanitary Engineer, reported that the annual solid waste rate & usage evaluation is complete. He recommended an increase to help alleviate some of the loss at $20 minimum for the first 400 pounds and 5 cents per pound after that. He added that tire rates need to be increased from $4 to $5 for small passenger size tires without a rim.

Commissioner Jeff Rupp asked what the balance of the funding account was at the end of 2020. Musallam responded that the end of year balance was about $80,000, but in the 4th quarter the general fund subsidized it with $50,000.

Commissioner Joe Short asked how much more waste there was in 2020 than in 2019 and County Administrator Vond Hall answered that there was less than a 25% increase.

Musallam added that COVID gave people the opportunity to do a lot of clean up. Following some discussion the Commissioners voted to approve a motion to accept the rate recommendation, even though Commissioner Jon Rupp pointed out that the recommended rate increase is projected to still leave a $30,000 deficit.

It was agreed that they still need to see if there is a significant reduction in the amount of waste, and gradually get the operation to break even.

The meeting adjourned at 10:18 a.m.
