Holiday City Village Council Learns Of Details Concerning Residential Solar Panels & Swears In New Council Member

Not long ago, Holiday City Village Council swore in new council member Jarrett Funk. At the January 21, 2021 meeting, his wife Chelsea Funk also joined council, sworn in by a Notary on ZOOM (Corry Baker of Zole and Krantz), as he was.

With so few residents in Holiday City, it has been common since their beginning in 1997 to have couples on council, so Jarrett and Chelsea join that history.

A large portion of the 2 hour and 45 minute council meeting was spent hearing a presentation concerning Residential Solar Panels given by Engineer Aaron Teders of Sawville & Associates.

Teders informed council that they are required by law to allow residents to put in solar panels, but the details of how it is allowed and how much they charge the customer is determined by council. Basically he explained all the legal ups and downs of what happens if a resident puts in solar panels.

He gave detailed recommendations of how to go about this adjustment to their energy supply, and following the presentation council voted to approve an ordinance that gets the village in line with the government’s requirements, “Ordinance 2021-2 Ordinance adopting the General Rules and Regulations covering the furnishing of Electric Service to Holiday City’s Electric Consumers.”

It was agreed to deliberate further before passing an ordinance containing details on the how that will be done.

In other business, council heard reports and voted to approve specifics for the year, including:

•Appointing Shawn Clark to continue as President of Council

•Setting meeting dates to continue on the 3rd Thursday of each month at 7 p.m.

•Appointment of Committee members

•Approval of minutes for December 17, 2020 regular meeting and December 30 Special meeting

•Resolution R-2021-1 Blanket Certificate annual termination date (emergency passage)

•Resolution 2 Transfers in the amount of $40,128.22 (by emergency passage)

•Resolution 3 Approval of Then and Now Payment orders (emergency passage)

•Ordinance 2021-1 The annual appropriations, also declared an emergency

Mayor Pam Clark reported to council that she might be absent from the next meeting due to an illness in out of state family. Clark shared that at the Williams County Mayors’ Meeting, held on January 20, 2021, a WEDCO representative made a presentation about PPE that is available again to small businesses.

COVID testing will be held on Saturday, January 23 at the Gillette Building on the WC Fairgrounds; and that they were told there have been twelve deaths related to covid in WC during the past two weeks and 350 new cases reported.

She said that WEDCO gave them a booklet that informs recipients of strictly WC businesses. She gave “Kudos to Sean and Tyler Rupp for their Site Tour Video,” and ended her report with the information that Apex Energy who is in the area to do Solar Panels for a project, called to be in communication with all municipalities.

In his administrative report, Village Administrator Gary Baker alerted council that over the next few weeks Toledo Edison will have helicopters hovering rather low as they check the electric lines.

There were three bids on the Selgo Drive project with the lowest quote from Bryan Excavating, LLC (which used to be Lingvai) at $24,330 so it was recommended and council approved to award the job to BE.

A request to lease the property across from the Auto Auction has been made by Jim Estle, who holds the auctions, in order to park more cars. He requested that he have a 90 day notice of termination and the freedom to resurface it and have security on the grounds as part of the contract.

Village Clerk, Laurie Rupp, reported that the internet signal box in the building needs to be moved as they are not getting good reception. A company representative has checked into that as well as a couple other issues and will take care of it.

She is getting ready for audit and remided council that all terms are up this year except for Jarrett Funk and Sean Rupp, so they need to take care of that.

Council member Sean Rupp said that as they continue to try to get over all the hurdles concerning the ownership of property and the development of said property.

He is hoping they will all continue to reach out to people on the edge of town about annexing into town, giving them more residents and making it easier to fill council seats.
