Members of the Montpelier Village council convened in regular session on the evening of June 13.
The Event Planning President and Co-Chair of the 2016 Bean Days festival, Ms. Jeanette Hull, addressed Council to announce that the Montpelier Parks and Recreation Department and the Montpelier Park Board has been as the 2016 Grand Marshal of the event.
“It is with great pleasure that we would like to announce that the Montpelier Parks and Recreation Department and the Montpelier Park Board have been selected as the 2016 Bean Days Grand Marshal,” Ms. Hull said from a prepared statement. “We are truly blessed by the Montpelier Park system, and the people that run it so efficiently for our community and our children. We would like to formally recognize everyone that’s responsible that made this happen so effectively. We certainly have a gym in our parks and our fantastic pool, our alleys, the Park and Rec leaders, managers, staff and workers. We want to take this opportunity to thank them, as well as highlight our park system and the people that help run this, and make this happen within our community.” The theme for the 2016 Bean Days event is ‘TEAM Montpelier’, an acronym for ‘Together Everyone Achieves More’.
Council also heard the concerns of Mr. Roy Rozelle, whose grievances included maintenance of the ditches along the north side of Route 107 on the east side of the village, and the maintenance of lawns of village residences and businesses. Mayor Steve Yagelski explained that when it comes to lawn maintenance within the village, there are channels and systems that, by law, the village must adhere to, and that the expediency of village action that he desires is, by law, not feasible.
Councilor Chris Kannel reported on the upcoming D.A.R.E. Camp, which is scheduled to take place from July 26 to July 28 at the Superior School. The 2015 event drew 300 kids, and adult volunteers were in short supply. Councilor Kannel is asking that anyone who would be interested in volunteering for the 2016 event either contact him, or Williams County D.A.R.E. Officer, Deputy Paul McCord, through the Williams County Sheriff’s Office.
Councilor Dan Willis reported on a stop sign, erected at the corner of Fairview and Jefferson Streets during the Main Street construction project. Residents living in the area are requesting that the sign not be removed, but be made permanent. After abrief discussion, Council agreed with the proposal.
In legislative actions, council agreed to Change Order #2 from Crestline Paving and Excavating in the amount of $14,194.36.
In preparation for Bean Days, Council agreed to the closure of Empire Street beginning Friday, July 15th at 4:00pm through Saturday, July 16th at 6:00pm. Also approved was the closure of Route 107 on Friday, July l5th from 5:00pm to 7:00pm for the Opening Ceremony for the Balloon Fest, and on Saturday, July 16th from l:00pm until 3:00pm for the annual Bean Days Parade.
Under suspended rules of reading, Council approved Resolution 1140, entering into an agreement with the City of Cleveland for services relating to the collection of income tax. Noting that this was a preliminary measure and that no jobs would be lost, Council suspended the rules of reading and adopted Resolution 1141, authorizing the Village Manager to advertise for bid and contract for village-wide garbage and recycling services.
Finally, under suspended rules of reading, Council approved Ordinance 2204 amending Section 501.05 of the Codified Ordinances of the village, and allowing the Montpelier Police Department to have jurisdiction of village-owned properties outside of village limits.
