The West Unity Village Council met for its regular session on June 12, at 7:40 p.m. Mayor Don Leu, Fiscal Officer Sarah Higdon, Kevin Gray, Terri Lebowsky, Nathan Massie, and Steve Marvin were in attendance.
The meeting began with the Pledge of Allegiance, followed by the approval of bills and minutes from the previous month’s meeting.
Four key items were reviewed during the legislative portion: two resolutions and two ordinances. Council approved the second reading of Resolution 5-2025-4 requesting certification from the Williams County Auditor.
Information included the current tax valuation and projected revenue from a proposed five-year, 1.00 mill renewal levy to support municipal park purposes.
If approved, the ballot measure will appear in the November 4, 2025 election and will take effect in the 2026 tax year.
An authorization of a transfer of real property between the Village of West Unity and Williams County passed on the first reading.
The agreement allows West Unity to acquire Tracts 1 and 2 while trading Tract 3 to the County, with no cost to the town. The resolution also includes the reservation of an easement across a portion of Tract 1 for the County’s use.
Two ordinances received their second readings concerning utility rate amendments.
The first proposes revisions to the water rate under Section 925.02 of the codified ordinances. For users inside the village, the new rate structure includes a base charge of $10.00 plus $5.20 per 1,000 gallons used. Users outside of the village would be charged a $22.00 base fee plus $7.65 per 1,000 gallons.
The second ordinance amends sewer rates as defined in Section 921.08. Inside village rates include another $10.00 monthly base charge, a $4.11 user charge per 1,000 gallons, and additional surcharges for strength and debt service.
Outside village rates include a base charge of $10.00, a user rate of $6.07 per 1,000 gallons, and identical surcharge values as listed for in-village customers.
The administrator reports updates on repairs being made at the water plant, including a new control panel, new impeller, and ongoing issues with a malfunctioning gate valve.
The Village of West Unity is currently pursuing funding under the Residential Public Infrastructure Grant (RPIG) program after being ineligible for a CDBG grant.
The council adjourned its meeting at 8:21 p.m.
