Williams County Grand Jury Hands Down 19 Indictments

On September 19, 2023 the Grand Jury of the Court of Common Pleas of Williams County, Ohio, convened to consider indictments against the following individuals.

-TERRI A. CIESLAK, Bryan, Ohio Revised Code 2925.11(A)(C)(1)(a), Aggravated Possession of Drugs, a felony of the fifth degree.

-ADRIAN O. RAMOS, Paulding, Ohio Revised Code §4511.19(A)(1)(a) and R.C.§4511.19(G)(1)(a), Operating a Vehicle Under the Influence of Alcohol or Drug Of Abuse, a misdemeanor of the first degree; Ohio Revised Code §2903.08 (A)(1)(a) (B)(1), Aggravated Vehicular Assault, a felony of the third degree.

-JUSTICE T. BROWN, Fayette, Ohio Revised Code §2909.06(A)(1)(B), Criminal Damaging, a misdemeanor of the second degree; Ohio Revised Code §4511.19(A)(1)(d) and Ohio Revised Code §4511.19(G)(1)(a), Operating A Vehicle Under The Influence Of Alcohol Or Drug Of Abuse, a misdemeanor of the first degree; Ohio Revised Code §2923.16(B) (I), Improperly Handling Firearms in a Motor Vehicle, a felony of the fourth degree.

-ANDREW P. MCGRADY, Bryan, Ohio Revised Code §2921.331 (B) (C) (5) (a)(ii), Failure to Comply with Order or Signal of Police Officer, a felony of the third degree.

-TERRENCE T. DRAKEFORD JR., Columbus, Ohio Revised Code §2921.38(A), Harassment with a Bodily Substance, a felony of the fifth degree.

-LARRY J. RUFFNER, Bryan, Ohio Revised Code 2925.11(A)(C)(1)(b), Aggravated Possession of Drugs, a felony of the third degree.

-GLENDA M. BALDRIDGE, Archbold, Ohio Revised Code §2925.11(A) (C)(1)(a), Aggravated Possession of Drugs, a felony of the fifth degree; Ohio Revised Code §2925.11(A) (C)(1)(b), Aggravated Possession of Drugs, a felony of the third degree; Ohio Revised Code §2923.24(A) (C), Possessing Criminal Tools, a felony of the fifth degree.

-KAELA D. ICKES, Pioneer, Ohio Revised Code §2925.03(A)(2)(C) (9) (b), Trafficking in a Fentanyl-Related Compound, a felony of the fourth degree; Ohio Revised Code §2925.11(A) (C) (11) (a), Possession of a Fentanyl-Related Compound, a felony of the fifth degree; Ohio Revised Code 2925.11(A)(C)(1)(a), Aggravated Possession of Drugs, a felony of the fifth degree; Ohio Revised Code §2923.24(A)(C), Possessing Criminal Tools, a felony of the fifth degree.

-CATHRINE F. MCCOY, Montpelier, Ohio Revised Code §2925.11(A) (C)(1)(a), Aggravated Possession of Drugs, a felony of the fifth degree.

-MEMPHIS A. BAYLISS, Edgerton, Ohio Revised Code §2913.02(A)(1)(B)(2), Theft, a felony of the fifth degree.

-TIMOTHY K. HANNA, Ney, Ohio Revised Code 2919.25(A) (D) (2), Domestic Violence, a misdemeanor of the first degree; Ohio Revised Code §2921.03(A)(B), Intimidation, a felony of the third degree.

-DAVID G. NOTESTINE, II, Bryan, Ohio Revised Code §2911.11(A)(1), Aggravated Burglary, a felony of the first degree; Ohio Revised Code §2919.25(A) (D) (2), Domestic Violence, a misdemeanor of the first degree.

-KEITH A. FILSON, Bryan, Ohio Revised Code 2925.11(A)(C)(1)(a), Aggravated Possession of Drugs, a felony of the fifth degree.

-ASHLEY R. GARZA, Bryan, Ohio Revised Code 2913.02(A)(1)(B)(2), Theft, a felony of the fifth degree.

-KENNETH R. LUDEMAN, Bryan, Ohio Revised Code §2919.25(A) (D) (4), Domestic Violence, a felony of the third degree.

-JESSE D. POWELL, Hamilton, 46742, Ohio Revised Code 2913.02(A)(1)(B)(2), Theft, a felony of the fifth degree.

-CHAD M. COFFMAN, Bryan, Ohio Revised Code 4511.19(A)(1)(a) and Ohio Revised Code §4511.19(G)(1)(e), Operating A Vehicle Under The Influence Of Alcohol Or Drug Of Abuse, a felony of the third degree.

-DOMINIQUE R. KOTTS, Bryan, Ohio Revised Code §2919.25(A) (D)(3), Domestic Violence, a felony of the fourth degree; Ohio Revised Code §2903.13(A) (C) (5) (a), Assault, a felony of the fourth degree.

-LURON MCCRARY JR., Detroit, 48205, Ohio Revised Code 2937.99(A) (B), Failure to Appear, a felony of the fourth degree.

It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
