Fulton County Grand Jury Hands Down 13 Indictments

On September 17, 2018, the Fulton County Grand Jury considered indictments charging Individuals with Fulton County crimes, accorcing to Fulton County Prosecuting Attorney Scott A. Haselman.

KIM SCAFFE, age 35, of Petersburg, MI, was indicted on two counts of Theft of Drugs. On or about June 28, 2017 to July 3, 2017, she allegedly stole a dangerous drug. 18CR152.

ERNEST J. WALLACE, age 50, of Wauseon, OH, was indicted on two counts of Domestic Violence, one count of Felonious Assault, one count of Carrying Concealed Weapons, and one count of Tampering With Evidence. On or about August 18, 2018, he allegedly caused serious physical harm to a family or household member. He also allegedly had a concealed weapon on his person, and allegedly tampered with evidence during an official investigation. 18CR142.

MATTHEW W. STAHL, age 34, of Montpelier, OH, was indicted on one count of Possesion of Cocaine and one count of Aggravated Possession of Drugs. On or about August 20, 2018, he allegedly possessed cocaine and methamphetamine. 18CR143.


JUSTIN M. HAHN, age 32, of Wauseon, OH, was indicted on one count of Domestic Violence. On or about Aug. 26, 2018, he allegedly caused or attempted to cause physical harm to a family or household member. 18CR144.

KEITH E. McCULLOUGH, age 41, of Delta, OH, was Indicted on one count of Possession of Marijuana and one count of Trafficking In Marijuana. On or about August 24, 2018, he allegedly transported marijuana for sale. 1810145.

TORI L. KNICELY, age 23, of Archbold, OH, was indicted on one count of Aggravated Possession of Drugs. On or about September 1, 2018, she allegedly possessed methamphetamine. 18CR146.


DANIEL A. MENDEZ, age 39, of Lyons, OH, was indicted on one count of Aggravated Possession of Drugs. On or about August 2, 2018, he allegedly possessed methamphetamine. 18CR147.

BRANDON RIVERA, age 28, of Archbold, OH, was Indicted on one count of Possession of Heroin. On or about January 31, 2018, he allegedly possessed heroin. 18CR150.

WAYNE E. DAUWALTER, age 36, of Wauseon, OH, was Indicted on one count of Burglary. On or about August 13, 2018, he allegedly trespassed in an occupied structure when a person was present or likely to be present, with purpose to commit a criminal offense. 18CR153.

CATHI L. HILL, age 46, of Toledo, OH, was indicted on one count of Aggravated Possession of Drugs. On or about May 26, 2018, she allegedly possessed Fentanyl. 18CR151.


MARIA E. DEWITT, age 34, of Wauseon, OH, was Indicted on one count of Illegal Use of Supplemental Nutrition Assistance Program Benefits or WIC Program Benefits. On or about March 22, 2018 to May 4, 2018, she allegedly used supplemental nutrition assistance program benefits or WIC program benefits in a manner not authorized by law. 18CR148.

MATHEW E. DEWITT age 34, of Delta, OH, was Indicted on one count of Illegal Use of Supplemental Nutrition Assistance Program Benefits or WIC Program Benefits. On or about April 19, 2018 to May 4, 2018, he allegedly used supplemental nutrition assistance program benefits or WIC program benefits in a manner not authorized by law. 18CR149.

HEATHER L. BROSSIA, age 32, of Delta, OH, was indicted on one count of Possession of Marijuana, one count of Possession of Hashish, and one count of Aggravated Possession of Drugs. On or about July 22, 2018, she allegedly possessed marijuana, hashish, and oxycodone. CR18154.

It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
