The Williams County Grand Jury convened on March 26 and returned indictments against 21 individuals facing a total of 44 charges. Those indicted include:
James Allen, 56, of Bronx New York was indicted on one count of selling, purchasing, distributing, or delivering dangerous or investigation drugs; a fourth-degree felony, and one count of possessing criminal tools; a fifth-degree felony. Authorities allege that Allen possessed for sale ten cylinders of nitrous oxide as well as ten compressed gas cylinders, fifty-seven bags of balloons, rubber tubing, and four two-way radios on or about February 18, 2019. Specifications attached to the counts indicate that Allen was in possession of $3293 which was instrumentality used in the commission of the offenses and is subject to seizure and forfeiture to the state.
Joseph A. Bardot, 31, of Stryker was indicted for non-support of dependents, a fifth-degree felony. It is alleged that Bardot is in excess of 26 weeks and $12,254.97 in arrears in providing support for his children.
Shanna M. Bassett, 29, of Bryan was indicted for aggravated possession of drugs, a fifth-degree felony. Bassett is accused of possessing or using methamphetamine on or about December 14, 2018.
Jeremy L. Bostic, 39, of Bryan was indicted for failure to appear, a fourth-degree felony. Bostic is accused of failing to appear as required by the court in connection to a previous felony charge.
Michael L. Brown, 30, of Montpelier was indicted on two fifth-degree felony counts of non-support of dependents. It is alleged that Brown is in arrears in excess of 26 weeks and in amounts totaling in excess of $18,178.90 and $5308.97 in support for his children.
Cory J. Caulkins, 30, of Butler was indicted on one count of failure to comply with the order or signal of a police officer, a third-degree felony, and one count of receiving stolen property, a fourth-degree felony. It is alleged that Caulkins failed to comply with the signal from a police officer to bring a motor vehicle to a stop as well as that the vehicle in question was known to be stolen on or about March 17, 2019.
Stephen A. Cutchall, 32, of Stryker was indicted on a total of eleven counts including one count of fifth-degree felony domestic violence, two counts of first-degree felony rape, and eight counts of third-degree felony sexual battery. The domestic violence incident occurred on or about March 10, 2019, when authorities allege that Cutchall caused or attempted to cause physical harm to a pregnant family member. The rape charges stem from incidents occurring on or about June 1, 2018 and February 1, 2019, when Cutchall is accused in engaging in sexual intercourse with a sixteen-year-old female. The sexual battery charges allege that Cutchall engaged in sexual conduct with another, who Cutchall was the parent, guardian, custodian, or person in locos parentis with at the time between the dates of June 1, 2018 and February 9, 2019.
Nathan H. Dalton, 49, of Bryan was indicted for aggravated possession of drugs, a fifth-degree felony. Dalton is accused of possessing or using methamphetamine on or about December 4, 2018.
Rhonda L. Fischer, 48, of Montpelier was indicted for aggravated possession of drugs, a fifth-degree felony. Fischer is accused of possessing or using methamphetamine on or about December 4, 2018.
Shannon C. Fischer, 47, of Bryan was indicted for aggravated possession of drugs, a fifth-degree felony. Fischer is accused of possessing or using methamphetamine on or about December 4, 2018.
Zachary A. Fisher, 21, of Bryan was indicted for aggravated possession of drugs, a fifth-degree felony. Fischer is accused of possessing or using methamphetamine on or about January 21, 2019.
Omar E. Flores, 22, of Bronx New York was indicted on one count of selling, purchasing, distributing, or delivering dangerous or investigation drugs; a fourth-degree felony, and one count of possessing criminal tools; a fifth-degree felony. Authorities allege that Flores possessed for sale ten cylinders of nitrous oxide as well as ten compressed gas cylinders, fifty-seven bags of balloons, rubber tubing, and four two-way radios on or about February 18, 2019. Specifications attached to the counts indicate that Flores was in possession of $3293 which was instrumentality used in the commission of the offenses and is subject to seizure and forfeiture to the state.
Rickey L. Frank, 40, of New Castle, Pennsylvania was indicted for theft from a person in a protected class, a fourth-degree felony. It is alleged that Frank stole $2000 from an elderly person in Montpelier on or about May 31, 2018.
Jill A. Guthrie, 44, of Montpelier was indicted on one count of burglary, a second-degree felony, and one count of theft of drugs, a fourth-degree felony. Authorities allege that Guthrie broke into an occupied structure in Bryan and stole Oxycodone-APAP and Hydrocodone as well as Tylenol 3 on or about November 15, 2018.
Bryant D. Jiminian, 23, of Bronx, New York was indicted on one count of selling, purchasing, distributing, or delivering dangerous or investigation drugs; a fourth-degree felony, and one count of possessing criminal tools; a fifth-degree felony. Authorities allege that Jiminian possessed for sale ten cylinders of nitrous oxide as well as ten compressed gas cylinders, fifty-seven bags of balloons, rubber tubing, and four two-way radios on or about February 18, 2019. Specifications attached to the counts indicate that Jiminian was in possession of $3293 which was instrumentality used in the commission of the offenses and is subject to seizure and forfeiture to the state.
James R. McGregor, 32, of West Unity was indicted on a total of seven counts of illegal use of minor in nudity-oriented material or performance, each a second-degree felony. Authorities allege that McGregor knowingly photographed a minor in a state of nudity or created, directed, produced, or transferred material that showed the minor in a state of nudity on, between the dates of, or about December 14 and December 16, 2018.
Summer R. Moore, 25, of Hicksville was indicted for failure to appear, a fourth-degree felony. Moore is accused of failing to appear as required by the court in connection to a previous felony charge.
Brandon D. Omlor, 20, of Toledo was indicted for failure to appear, a fourth-degree felony. Omlor is accused of failing to appear as required by the court in connection to a previous felony charge.
Cameron Q. Pool, 28, of Bryan was indicted for theft, a fifth-degree felony. Pool is accused of stealing $4120 in property or services from the Ohio Department of Job and Family Services, Bureau of Unemployment Compensation between the dates of March 19, 2018 and October 7, 2018.
Malik A. Priest, 21, of Bronx, New York was indicted on one count of selling, purchasing, distributing, or delivering dangerous or investigation drugs; a fourth-degree felony, and one count of possessing criminal tools; a fifth-degree felony. Authorities allege that Priest possessed for sale ten cylinders of nitrous oxide as well as ten compressed gas cylinders, fifty-seven bags of balloons, rubber tubing, and four two-way radios on or about February 18, 2019. Specifications attached to the counts indicate that Priest was in possession of $3293 which was instrumentality used in the commission of the offenses and is subject to seizure and forfeiture to the state.
Justin W. Strawser, 26, of Montpelier was indicted for possession of heroin, a fifth-degree felony. Strawser is accused of possessing or using heroin on or about December 6, 2018.
It should be noted that an indictment is merely an accusation and that all criminal defendants are presumed innocent until or unless proven guilty in a court of law.
