Fulton County Commissioners Hold Discussion On FC Fair Board Insurance Claim

With Commissioner Jon Rupp absent on April 29, 2021, the other two commissioners, Jeff Rupp and Joe Short, approved the following:

-Minutes of April 27, 2021 and agenda as amended (added Resolution 325)

-Review of the FC Landfill Compliance review from Ohio EPA

-Resolution 2021-321 Amendment #2 to Contract 2019-23 with Maximus Consulting Services, Inc.

-Resolution 322 Enter into Contract 2021-55 with Geddis Paving and Excavating for Route 20A Turn Lane Project

-Resolution 323 Enter into Road Maintenance Agreement 2021-56 with York Township and North Star BlueScope Steel

-Purchase orders and travel requests

-Resolution 325 Terminate Technical Services Agreement 2002-162 with Swancreek Water District

With no further business, the meeting adjourned. During the Tuesday morning, May 4, 2021 meeting the Commissioners met with Katie Lininger and John Brownlee from CORSA and Craig Kachmarik from Stapleton as well as Dennis Wyse from Fulton County Fair Board concerning a building demolition and some other issues.

Mr. Wyse explained that there is a drainage problem so they want to raise the Hog Barn, but feel that it would cause issues with the Sheep Barn. He said they are talking about relocating the Sheep Barn, so they can raise the other. Commissioner Short directed the conversation toward the insurance company to “see how these need to be coordinated.”

Lininger said that they will need to get the design and bid specs but that the CORSA concern is the hog barn. Wyse said any extra that they want to do would be on the Fair Board. They would need a quote for a temporary structure to run through the appraiser for them to be able to pay a bill.

Lininger asked about the demolition of the barn, saying it was her understanding that the building had already been torn down.

There was some discussion as to who did it, where the debris is stored, if it will be sold, whose equipment was used for demolition and how many people worked on the project as well as how long it took.

Wyse filled her in on all the details and she said that her office will have to figure out how “to go about figuring out reimbursements for the demolition since it was done without any type of invoice records and FC was not given the approval to remove the building until April 21, 2021.

The commissioners asked what would make the process easier as they move forward and it was agreed that there should be one contact person.

The commissioners agreed and said that the Fair Board should send everything through Dawn Hogrefe, Loss Control Coordinator for Fulton County from now on. She will send it to CORSA.

The Fair Board is going to reach out to local contractors to get quotes for the temporary structure and the permanent structure to send to Hogrefe.

In regular business, the commissioners voted to approve:

-Minutes of April 29, 2021 and agenda as presented

-Payment of Bills and review of Dog Warden Reports for April 17 and 24

-Review of Landfill Explosive Gas Monitoring Report and Month End Report

-Resolution 2021-329 Increase and transfer appropriations for Various departments

-Resolution 330 Authorize purchase of Property pursuant to Purchase Agreements 2021-28 through 2021-30 and Authorize Board to sign

-Resolution 331 Appoint Prevailing Wage coordinator for North Star BlueScope Steel Route 20A Turn Lane

-Resolution 332 Award Bid for FUL CR V AR GR – FY2022 Guardrail Replacement Project on behalf of FC Engineer

-Purchase orders and travel requests

With no further business, the morning sessions were adjourned.
