Williams County Commissioners Approve Deed Processing For Donated Section Of Rails To Trails

Resolution 179 “Entering into a Service Agreement between Williams County and Hyper-Reach for new mass notification system” was the first order of business at the May 17, 2021 meeting.

As it had been fully discussed at the May 13 meeting, the resolution was ready and moved into action quite quickly. Other items approved at the May 17 meeting included:

-Resolution 180 Entering into a Service Agreement between Williams County and Mastermind, LLC for sign inventory


-Also signed CHIP Subordination Agreement and Sub grant Award Agreement on behalf of the Sheriff’s office

-Minutes of May 13 meeting and payment of bills

Following a short recess, the commissioners heard from Cty. Engineer, Todd Roth, concerning the Rails to Trails Property which goes from CR17 east to the county line. Roth reported that he had spoken with NORTA’s attorney, Deb Rohrs, as well as with Cty. Prosecutor Katie Zartman and that they were clear to move forward to process the deed.


There will be an estimated cost of $5000 to process the documents, not using a warranty deed, but a “quiet title.” The Commissioners approved a motion to approve the expenditure for these deeds to not exceed $5000.

Roth said they plan to use the project for “a lot of training. Grading, running grader, running loader, running equipment in that area. We need a grader operator so that is going to be their trial ground.”

Commissioner Terry Rummel said, “I think is is a great infrastructure into the parks and when we went through the deal with Hillside, we realized the parks are important to Williams County. We appreciate your time spent for that” and look forward to someday connecting it to Opdycke.

Palmer Energy representative Amy Huffman also met with the Commissioners for an update. Huffman explained that the present contract in the Williams County electric aggregation is ending in September so she has been “shopping” for good pricing.


She reported that now the aggregation, which has only been Center and Springfield Townships, has been joined in the last couple years by the villages of Edon, Stryker and West Unity, all who have ceded authority and have direct contracts with Energy Harbor.

This should allow for better pricing. She said that after the research they have done, she recommended they refresh with Energy Harbor and Dynegy through December 2023, at probably a 4.5 number.

There was some discussion of Solar power in the near future. The commissioners said they will approve when she sends the paperwork.

During the Thursday morning, May 20 meeting, the Commissioners voted to approve:

-Resolution 181 Supplemental Appropriations on behalf of WC EMS and Sheriff’s office

-Resolution 182 Entering into an agreement on behalf of WC Family and Children First for Council Coordinator at a cost not to exceed $15,750

-Resolution 183 Entering into an MOU on behalf of WC Family and Children First for Shared Service Coordination Facilitator Services at a cost not to exceed $15,000

-Resolution 184 Approving a proposal on behalf of Williams County Hillside Country Living from Distinctive Roof Service to roof a Rosewood Wing at a cost not to exceed $39,500

-Resolution 185 Entering into a Subsidy Grant Agreement FY 2022-23 on behalf of WC Common Pleas Court, Grants to be received: $28,000 for a term of July 1, 2021- June30, 2023

-Resolution 186 Entering into a Service Agreement on behalf of WC Common Pleas Court Juvenile/Probate Divisions and Northwest Ohio Educational Service Center for Attendance Officer. Funds to be received: $29,000 for a term of August 1,2021 – January 1, 2022

-Also Signed: Garmann Miller Window Replacement Proposal for review; Supply Invoice to restock all paper products for County Buildings; Request for pay from MVPO; Pam Welch submitted a letter rescinding her previous retirement date ( back to July 23, 2021); Emily Pearson is rescinding her resignation; Dog Warden report for the week of May 10-16, 2021; CHIP Payoff/Release from Janet Borton; Tri-County Contract Agreement; Credit Card Appropriations on behalf of the Sheriff’s Office for the month of June; Letter of Resignation from Midori Shaink (JFS); Directive to Auditor regarding American Rescue Plan

-Minutes dated May 17 and payment of bills

The commissioner then went into an Executive Session, and exited with no action taken. The meeting adjourned at 11:15.
