FULTON COUNTY COMMISSIONERS: Commissioners Hear Maintenance Project Updates From ODOT

The Fulton County Commissioners held their first meeting of the week on Tuesday, July 5th. The meeting began at 9:00 a.m. with the Pledge of Allegiance and a prayer.


Commissioners first moved to approve the minutes from the June 30th meeting as well as the current agenda.

Approval to pay the bills as presented was then given before reviews took place for the following items.

The Health Department Inspection report for the Fulton County Transfer Facility. The month end financial reports for June 2022 and the sales tax report for June 2022.

The following agenda items were then approved by the Commissioners.


-Resolution 2022-455 for the increase and transfer of appropriations for various departments.
-Resolution 2022-456 to approve purchase orders and travel requests.

With no further business to attend to, the Commissioners moved to adjourn the meeting.

The second meeting of the week for the Commissioners took place on Thursday, July 7th. The meeting began at 9:00 a.m. with the Pledge of Allegiance and a prayer.

First addressed were the previous meeting’s minutes and the current agenda, with each being approved. Reviews then took place for the following items.


A review of a certificate of estimated resources, certificate of non-compliance, treasurer to auditor balancing report, and May 2022 Apiary Inspection Report. The following agenda items were then approved by the Commissioners.

-Resolution 2022-459 for the increase and transfer of appropriations for various departments.
-Resolution 2022-460 to approve a waiver of ALS charges.
-Resolution 2022-461 to approve oversight of Amendment #2 to Contract 2020-62 with Fulton County Health Department on behalf of JFS.
-Resolution 2022-462 to approve payment request #1-Final for Contract 2021-76 with Sarka Electric for Airport Obstruction Lighting.
-Resolution 2022-463 to approve Change Order #1-Final and Pay Request #1-Final for Contract 2022-44 with Lake Erie Construction on Behalf of the Engineer.
-Resolution 2022-464 to approve ODOT reimbursement request #1 for Obstruction Lighting Runway 9.
-Resolution 2022-465 to authorize a credit card application for Board of Elections Director April Fryman.
-Resolution 2022-466 to approve oversight of MOU 2022-70 between Child and Family Advocacy and JFS.
-Resolution 2022-467 to approve pay request #2 to Miller Brothers Construction for Bridge 2A.4 Replacement on Behalf of Engineer.
-Resolution 2022-468 to approve purchase orders and travel requests.

The meeting then went into recess at 9:07 a.m. and returned at 9:15 a.m. Upon the meetings return, the Commissioners heard an update from ODOT’s District Deputy Director for District 2 Pat McColley.

Mr. McColley and other ODOT representatives spoke to the Commissioners regarding various projects that will be taking place this year and next year.

Data was also given regarding traffic numbers of drivers on the roads with the data being broken down between cars and trucks.

Mr. McColley also explained that crash injuries have gone down, but fatalities have increased.

A resurfacing project has been worked on at SR 120 from the Ohio/Michigan line to just East of Lyons. Some resurfacing projects will be taking place this year that are locally led as well.

The Commissioners asked if there had been any research done at 108 and County Road D regarding the dangerous intersection.

It was stated that it has been looked at, and the hope is to possibly put a roundabout there at the intersection sometime in the future if possible.

Following the discussion from the ODOT representatives, the Commissioners moved to adjourn the meeting at 9:51 a.m.
