FAYETTE VILLAGE COUNCIL: Council Introduces Ordinance To Establish Cybersecurity Program

The Fayette Village Council convened on Wednesday, September 17, 2025, at 6:00 p.m. in Village Hall. The meeting opened with prayer and the Pledge of Allegiance. Mayor David Borer, Suzette Boesger, Katie Colegrove, Brenda Shoemaker, Brittany Theis, and Kimberlee Priestap were in attendance.

The presented agenda was approved, along with the Council minutes from the August 25, 2025, session. The Committee as a Whole meeting from September 10, 2025, was additionally approved, which covered the Department of Public Works, finance, safety, and government affairs.


Following these actions, Mayor Borer gave a report on the upcoming events happening across the Fayette, library, and school. “The Farmer’s Market is winding down before the Fall Fest,” Borer commented.

Special Grounds Coffee Truck is set to make an appearance at the Farmer’s Market on September 20, 2025. Fall Fest is scheduled for 11:00 a.m. to 4:00 p.m., September 27, 2025.

The administrative report was brief, and it included implementing a new cybersecurity program, which was requested by the county auditors.


“This is to help prepare and guide village employees in the event of a cybersecurity attack, issues, or threats. I will continue to update this as we progress through this new process,” Bryan Stambaugh, Village Administrator, states.

Jessica Swander, Fiscal Officer, updated the council on the ordinances and resolutions to be addressed later in the meeting. She noted the payment of bills amounted to $125,314.05.

Council proceeded with the reading of legislation. The third and final reading of Ordinance No. 2025-16 was conducted, which repeals the existing section of the codified ordinances of Fayette, establishing revised water and sewer rates and declaring an emergency. This motion was passed by Theis, seconded by Colegrove.

The first reading of Ordinance 2025-20 followed, repealing a previous motion and resetting the wages, salaries, and medical benefits for employees and officials of Fayette.


Lastly, Ordinance 19-2025 was introduced, establishing a formal cybersecurity program to protect public systems and data. This motion was suspended and approved by Shoemaker and Theis.

Council approved the Village of Fayette Cybersecurity Implementation Plan. They also approved a public-use permit event application for live music in the alley from 4:00 p.m. to 12:00 a.m. on September 27, 2025, hosted by Freddy’s Place Bar and Grill.

Council further approved Borma insurance plans, which include Plan 3 Health Insurance, Delta Dental mid plan for dental coverage, and VSP Choice for vision. A change order was approved for the Phase I Water Project.

No new or old business was brought forward. The meeting adjourned at 6:20 p.m. The next regularly scheduled Fayette Village Council meeting will take place on Wednesday, October 15, 2025, at 6:00 p.m.
