FULTON COUNTY COMMISSIONERS: Commissioners Address Funding, Staffing, & Infrastructure Needs

The Fulton County Commissioners met for their regular session on Thursday, November 13, 2025. The meeting opened at 9:00 a.m. with the pledge of allegiance, an opening prayer, and a roll call.

Commissioners then approved the minutes from the November 6 regular session, followed by approval of the day’s agenda as presented.

The board next approved the payment of bills as certified by the county auditor. Commissioners then moved into a series of routine financial reviews, including an amended official certificate of estimated resources for 2025, a certificate of non-compliance noting several funds in which appropriations exceeded estimated resources, the treasurer-to-auditor balancing report, and the Fulton County investment report.

These documents outlined updated balances and revenue estimates for the general fund, special revenue funds, capital projects, enterprise operations, internal service funds, and several partner entities, including the health department, juvenile detention, and Maumee Valley Planning.

As part of old business, the board continued discussion regarding the proposed Ritter Station Solar Project.

Under new business, commissioners approved a series of appropriation requests across multiple departments to align spending authority with updated financial information.

The board also voted to cancel its November 20th regular session and approved a salary line adjustment for 2026 to support payroll planning for the upcoming year.

Infrastructure and maintenance planning were addressed through two bid advertisements. The board approved plans and a legal notice to seek bids for construction aggregate materials needed for road and infrastructure work.

A similar approval was granted to advertise for bids for the 2026 ditch maintenance program, supporting ongoing drainage improvements throughout the county.

Human services and contractual items made up a portion of the agenda as well. Commissioners approved oversight of an amendment to an existing Job and Family Services contract with Christopher Beck and also approved the disposal of obsolete or unneeded property for the Board of Developmental Disabilities.

Two letters of support were authorized during the meeting, one for Fulton County Economic Development and another for the Fulton County ADAMhs Board, each designed to assist those agencies with funding applications and project development.

Water system updates were included with the approval of a water tap policy for the Northeast Water System, establishing clearer rules for new service connections in that area.

Commissioners also approved an indigent defense contract with the Village of Lyons to ensure ongoing access to court-appointed legal representation.

The service the contract covers is essentially the reimbursement of court-appointed counsel fees for indigent persons charged with a violation of an ordinance in the village.

Personnel matters followed, with commissioners accepting the resignation of a public utilities employee and approving two personnel requests for the Fulton County Senior Center, supporting staffing needs for its programs and services.

The meeting’s business was finished with the approval of purchase orders and travel requests for various county offices.

At 9:45 a.m., the commissioners conducted a budget hearing with the Clerk of Courts, continuing their ongoing preparation for the upcoming fiscal year. The meeting adjourned at 10:00 a.m.
