OPENING BIDS … A total of nine different construction companies submitted their bids for phase one of the Durham Estate Storm Sewer improvement project.

The Williams County Board of Commissioners met on Thursday, February 5, 2026 to approve several JFS child placement contracts and hold a bid opening for the Durham Estates Storm Sewer Improvement project.
Following the call to order, the Pledge of Allegiance and roll was conducted with Commissioner President Scott Lirot and Bart Westfall in attendance.
The minutes from the February 3, 2026 session were approved alongside the agenda.
Several Memorandum of Understanding (MOU)s were approved for Job and Family Services (JFS) in collaboration with the Williams County Board of Developmental Disabilities.
The MOUs agreed to a share the cost of child placement programs as follows:
-A MOU for shared funding for child placement with Genacross Family & Youth Services – Lutheran Home. The rate will not exceed $500.00 per day.
-A MOU for shared funding for child placement with Community Teaching Homes. The rate will not exceed $513.00 per day.
Three additional MOUs were approved, each a collaboration between JFS, Board of DD, and the Four County ADAMh’s Board for shared funding in child placement services. The list is as follows:
-A MOU for shared funding for child placement with Genacross Family & Youth Services – Lutheran Homes Society, Inc. The rate will not exceed $500.00 per day.
-A MOU for shared funding for child placement with Specialized Alternatives for Families & Youth of Ohio, Inc. The rate will not exceed $142.94 per day.
-A MOU for shared funding for child placement with Ohio Teaching Family Association. The rate will not exceed $551.00 per day.
Additionally, a resolution authorizing transportation services between K&P Medical Transport and JFS was approved. This is for the purpose of transportation for youth or residents in workforce programs. The rate will not exceed $5,000.00.
At 10:00 a.m., a bid opening was held for Project #2-2026, Durham Estates Storm Sewer improvements. A total of nine bids were presented by the County Engineering Department.
The Durham Estates Storm Sewer improvement project marks the beginning of phase one out of three. The county engineer will review the bids and present his recommendation to Council for their approval.
With no further business, the Williams County Commissioners adjourned at 10:09 a.m. The next meeting will take place February 10, 2026, at 9:00 a.m. in the Commissioners’ Session Room.
