On Monday, June 9, 2025, the Bryan City Board of Education held its regular meeting at 6:00 p.m. in the Mose Isaac Field House Board Room, addressing a range of financial, personnel, and administrative matters critical to the district’s operations for the 2025-2026 school year.
The meeting, open to the public, included a structured agenda with opportunities for public participation, financial approvals, and updates on ongoing district projects.
The meeting began promptly at 6:00 p.m. with a call to order, followed by the Pledge of Allegiance and a roll call confirming the presence of board members Ben Camarillo, Debra Opdycke, Dustin Schlachter, Caleb Turnbull, and Lynn Wieland.
Also in attendance were Superintendent Mark Rairigh and Treasurer Kevin Schafer. The board approved the minutes from the May 13, 2024 regular meeting with a motion by Opdycke which was seconded by Camarillo.
Treasurer’s recommendations dominated the agenda, with the board approving monthly financial reports and permanent appropriations for fiscal years 2025 and 2026.
Key contracts approved included a speech pathology agreement with St. Patrick’s LB Speech Pathology, an educational agreement with the Northwest Ohio Juvenile Detention Training and Rehabilitation Center, and agreements with NBEC and SORSA for FY26.
The board also gave the green light two change orders for the high school expansion project: a $7,092 savings for substitute materials and an $826.35 cost for a non-removable mezzanine railing. A motion to approve the Treasurer’s recommendations was made by Opdycke and seconded by Schlachter.
Additionally, the board authorized a $153,057.92 transfer from the Permanent Improvement Fund to the Classroom Maintenance Fund per an agreement with the Ohio Facilities Construction Commission (OFCC). An updated administrative compensation and benefits schedule was also approved.
The board addressed several personnel recommendations, including the retirement of bus driver Jackie Curl (effective August 1, 2025) and second-shift custodian Jacqueline Wilson (effective September 1, 2025).
New hires included Suzanne Papin and Deborah Stover as intervention specialists for the 2025-2026 school year, pending receipt of credentials.
Administrative contracts were approved for Janet Hageman (Assistant Treasurer), Ned Ruffer (Director of Maintenance), Tom Karnes (Director of Technology), and others, with terms ranging from one to three years.
The board also approved voluntary staff transfers, a summer school substitute teacher, and athletic coaching positions, including Peter Herold as head boys golf coach and Kraig Bostelman as head boys wrestling coach.
A resignation from Jacob Sturt, MS/HS intervention teacher, was accepted, and the board non-renewed certified and classified substitutes from the 2024-2025 school year while authorizing the superintendent to update the substitute list for 2025-2026.
The board received updates on construction progress for the Career Tech Center, gymnasium, and weight room, reflecting ongoing investments in district infrastructure.
A new Brownfield Remediation Grant Award was announced, signaling potential environmental improvements for district properties.
Superintendent recommendations included a memorandum of understanding with Defiance College for student teaching placements in FY26, which was approved. A motion to approve the superintendent’s recommendations was made by Camarillo and seconded by Wieland.
The meeting concluded by entering into an executive session at 6:25 p.m. The next Bryan Board of Education meeting will be July 24, 2025, at 6:00 p.m. in the Mose Isaac Field House Board Room.
