BRYAN BOARD OF PUBLIC AFFAIRS: Director Schultz Delivers 2024 Utility Budgets Presentation To BPA

BUDGET PRESENTATION … Director of Utilities Derek Schultz gave the Bryan BPA the 2024 Utilities Budgets Presentation, and also gave them a paper copy to look over before its next reading.

The Bryan Board of Public Affairs met on Tuesday, November 21, 2023 at 5 p.m. Present were board members Tom Sprow, Karen Ford, Annette Schreiner, and Dick Long. Also present were City Clerk – Treasurer John Lehner, Director of Utilities Derek Schultz, and Mayor Carrie Schlade.

First approved were the minutes from the November 7th meeting as presented before the Board moved on to the clerk – treasurer’s report.


Lehner’s financial report was accepted as presented, as was a resolution allowing the City of Bryan’s participation in the 2023 OMEG Power Pool Participant Schedule.

Also approved was a transfer and appropriation of funds for the South Lynn Street Waterline Replacement Project.

Then approved was a request to hire Marissa Martinez as an account clerk with the Bryan Clerk – Treasurer’s Office.

Director Schultz then began giving the 2024 utility budget presentation, wherein he gave an overview of projected revenues and expenses for the electric, water, and communications departments, highlighted key projects for each of those departments, and proposed in-depth budgets for 2024, going over each department’s projected revenues, expenses, operating results, and transfers to capital funds.


The projected ending balance for the utility departments was as follows: electric capital reserve fund: $1,596,113; water capital reserve fund: $700,122; communications capital reserve fund: $56,224.

Schreiner inquired on specific financial aspects, mostly relating to the calculation of certain line items, before the Board moved on to approve the payments of the bills as presented.

Everyone was wished a wonderful Thanksgiving, and Ms. Martinez was congratulated on her new hire before the Bryan Board of Public Affairs voted to adjourn at 6:09 p.m.
