BRYAN CITY COUNCIL: Potential Low Income Senior Facility For Bryan Discussed

Bryan City Council meeting began at 5:30 p.m. on February 21, 2022 in the City Council Chambers. Minutes from previous meeting on February 7, 2022, were approved.

Senior Vice President of Development at MVAH, Pete Schwiegeraht, gave a presentation regarding a new independent senior living facility.

MVAH Partners is an Affordable Housing Development Company that offers many housing options including multi-story apartments, villas, single-family developments and rehabs.


MVAH is looking to build a 3 story, 43 room unit located at 1200 Center Street. Council did not approve the location MVAH had picked due to high traffic in that area, future possibilities and homes and parks around the property. There is another location of interest pending the response of the property owner.

Approved was a letter in response to the Ohio Housing Finance Agency pertaining to concerns with the Bryan Senior Lofts.

With food truck season approaching, Council approved their second reading of Ordinance 10, amending Bryan Municipal Code Section 773, of the City of Bryan Codified Ordinances.


This amendment is to regulate where the food trucks park, background checks, and their fee’s for operating on Bryan’s public property.

Licensed food truck owners are now only required a one time annual fee of $25 dollars.

Food truck owners would also be required to pass a background check according to the City Attorney’s discretion to avoid disqualification from small misdemeanors that are non-violent.


Gerken Paving, INC. of Napoleon, Ohio, entered a contract with Mayor Carrie Schlade called “2022 ASPHALT PROGRAM.”

Gerken Paving will be re-doing the parking lot behind buildings off the East side of the Town Square.

Bryan wastewater and sewage use rates will increase to $1.18 per 100 cubic feet of wastewater discharged for bills rendered on or after April 20, 2022.

Another increase will occur on December 20, 2022, of $1.45 for bills rendered on or after. For those whose properties are outside the City, but still directly or indirectly in connection to Bryan, rates will increase to $1.48 per 100 cubic feet of wastewater for bills rendered on or after April 20, 2022.

For bills rendered on or after December 20, 2022 the use rates for properties outside the City will increase to $1.81.

The following Ordinances were approved by the Council: An Ordinance Authorizing the Construction Manager at Risk (CMAR) Delivery Method for the Wastewater Treatment Plan Dewatering Improvement Project and Authorizing the Agreement with Peterson Construction Company as the Construction Manager at Risk.


An Ordinance Authorizing the Mayor to Enter an Agreement with West Erie Reality Solutions LTD for Right of Way Acquisition Services for the City of Bryan Safe Routes to Schools Infrastructure Improvements Project, “Wil Strs Bryan City Schls” PID 113489 Project.

The Director of the Parks and Recreation is Authorized to apply for the following Grants Effecting the City of Bryan for 2022; NATUREWORKS, OFCC and BRYAN AREA FOUNDATION.

The purpose of these grants would be to help subsidize capital projects within the Parks and Recreation Department.

Mayor Carrie Schlade was appointed Account Administrator for the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) from the American Rescue Act.

Fire Chief Doug Pool was appointed Point of Contact Reporting Representative for the Coronavirus State and Local Fiscal Recovery funds (SLFRF) from the American Rescue Act.

Clerk-Treasurer Laura Rode was appointed Authorized Reporting Representative for NEU reporting and accounting.


Chief Pool gave his January 2022 Activity Report regarding the City of Bryan’s Fire departments. Fire Chief Pool was happy to report there were to injury’s or fatalities in his departments last year.

Chief Pool also shared the Fire Department is looking for Paid-On Call-Firefighters and a Captain of training.

Street Department Commissioner Tyson Engstrom shared his Annual Report from 2021. The Street Department used 700.07 Ton of Salt last year and 30,400 Gallons of Brine. The Street Department did not patch any pot holes with the Durapatcher last year.

Director of Parks and Recreation Ben Dominique reported the grand total amount of uses of Bryan’s Parks in 2021 is 128,082.

Director Dominique shared there was a total of $76,050.56 donations to the parks from 2021, and a total of $20,010.00 donations in 2021 for the City’s Amphitheater.

The meeting was adjourned at 7:51 p.m. with the next meeting scheduled for the first Monday of March at 5:30 p.m.
