Delta Village Council Accepts Economic Development Award

The Village of Delta received a Congratulatory award from RGP and JobsOhio, thanking them for helping the Toledo Region to be named the First Place Tier II Metro in the U.S., in the Site Selection Magazine 2020 Governor’s Cup Award, which is for economic development efforts.

The State of Ohio ranked First in Governor’s Cup 2020 in Site Selection, “a corporate real estate economic development magazine” according to the Toledo Business Journal, April 2021 issue. The Delta Village Council and Mayor Frank Wilton accepted the award at the April 5, 2021 Council meeting.

Village Administrator Brad Peebles reported that they continue to work through the USDA loan/grant program, learning about how the new stipulations might be tied to Low to Moderate Income Level status.


He informed council that according to the soon to be released 2020 Census, Delta will no longer be classified as an LMI community which may prohibit them from being qualified to take advantage of the program.

In other information he said that the village will be implementing summer hours for all departments beginning on May 3, 2021 and going through September 3.

The Street Department staff has been cleaning and inspecting storm water catch basins throughout the town, which he hopes will reduce possible surface flooding during heavy rains. It will also allow the department to be proactive in basin repairs before they deteriorate to the point of replacement.


The Water Department was working with the Ohio Rural Water Authority on the possible purchase of a used valve exercising machine, but following much discussion they have retracted their offer and plan to evaluate smaller equipment that is new.

The Ohio EPA recently performed a sanitary inspection of the operation, making several recommendations. Both the Water Superintendent and Peebles believe that these recommendations will become violations if not addressed within the next two years.

Clean up and preparation for Spring started at the Cemeteries the week of March 24. Don Downing has indicated that he would like to assist with mowing at both cemeteries and Kaleb Kistner will continue to assist while also working in the park.


Installation of surface draining catch basins and connection into offsite storm water connections will begin at the parks during the next week. All restrooms have been opened and the Wildwood shelter house restorations have been completed.

Bids for the Wood Street resurfacing project were opened on March 22, 2021 and included: Ward Construction $123,700; Henry Bergman, Inc. $117,803.75; Gerken Paving $128,247.55; 7L Construction $128,629.22; Geddis Paving $116,177.95.

Council voted to approve the minutes from the March 15, 2021 meeting, the payment of invoices and all reports. Council member Mike Tanner asked also for approval of minutes from the March 15 Village Services Committee meeting, as amended. It was noted that a new Squad car is being test driven.

Also approved were Resolution 21-03 (Third Reading) A resolution endorsing the Joint Solid Waste Management plan update for the solid waste district of Defiance, Fulton, Paulding and Williams Counties and Ordinance 21-06 (Second Reading) An ordinance to supplement ordinance 20-30, making supplemental appropriations for the current expenses of the Village of Delta for the Fiscal Year ending December 31, 2021.

Council member Lynn Frank asked for the addresses of the Paving companies that were awarded and Peebles said they were out of Toledo and Paulding. Council went into an Executive Session to discuss pending or imminent legal actions involving the village, with no action taken,
