DELTA VILLAGE COUNCIL: Council Approves Annexation Legislation

The Delta Village Council held their meeting on Monday, December 2nd. The meeting began at 5:30 p.m. with the Pledge of Allegiance and a prayer.

Council first moved to approve the current agenda, following an approval by council to add in an executive session for the appointment of a public official.


Minutes from the regular meeting held on November 18th and the special meeting held on November 21st were then approved before moving on to hear correspondence.

A letter was received from an individual that detailed their concerns regarding no parking on Main Street. It was stated that this change was recommended by a previous administrator and that it has been in place now for some time. The reason given at the time involved safety concerns.

Councilor Dawson stated that he sees no issue with parking once again being allowed on the street, in the areas in question.


It was also stated that others have come into the village building over the years and submitted complaints about the issue.

Councilors Johnson and Shirer both agreed that a safety meeting should be held to discuss the issue further. That meeting was set for December 16th at 5:00 p.m.

Next, council moved to approve invoices as presented before hearing from Law Director Heban. Conversation took place regarding a speed limit, ODOT, and the methods the organization uses to institute the limits.

It was suggested that a councilor that lives in the area use the auditor’s website to see if an area warrants a change under these ODOT standards.


Acting Police Chief Walker then informed council that both police vehicles that were listed on Gov Deals had sold.

Council then read a letter from the administrator that gave information about a free sewer rate study. Having this study done will save the village approximately $20,000.

Council then moved on to approve the following legislative actions. Emergency Ordinance 25-2024 specifying the approval of the council of the Village of Delta, Fulton County, Ohio, of the pending annexation of No. 2024-3 of Heidi Bowman, Roger Bowman, Amy Bowman, and Cody Bowman, to annex property to the Village of Delta, Fulton County, Ohio, and declaring an emergency.

The second reading of Ordinance 26-2024 declaring certain property as surplus and not needed for any municipal purpose.

Emergency Resolution 15-2024 indicating the Village of Delta, Fulton County, Ohio, will provide utilities and police protection services to certain property titled to Heidi Bowman, Roger Bowman, Amy Bowman, and Cody Bowman, which holders are seeking annexation of said property pursuant to Fulton County annexation petition 2024-3 to the Village of Delta and declaring an emergency.

The first reading of Ordinance 28-2024 amending section 181.013, allocation of funds, of the Delta Municipal Code. The First Reading of Ordinance 29-2024 authorizing the Village of Delta, Fulton County, Ohio, to execute an agreement with the Ohio Department of Transportation for the slide repair on U.S. 20 at SLN 19.29.

The first reading of Ordinance 30-2024 to make temporary appropriations for the Village of Delta, Ohio, for the year 2025.

The first reading of 16-2024 authorizing the village administrator to execute an agreement with the Fulton County Emergency Planning Agency for services mandated by Ohio Revised Code and declaring an emergency.

Following the approval of items, council proceeded to enter executive session. With no action taken, council moved to adjourn for the evening. The next meeting will be held on Monday, December 16th, at 5:30 p.m.
