Mayor Day called the February 24, 2023 meeting to order at 3 p.m. with the pledge of allegiance and prayer.

Present were councilors Sharon Blinzler, Jason Gruver, Lance Bowsher, Leslie VanAusdale, and Pam Wampler. Absent was Councilor Chuck Wallace.

Other village representatives present were Chris Walker, Law Director; Denise Knecht, Fiscal Officer; Dawn Fitzcharles, Village Administrator; Amanda Herman, Administrative Assistant; and Gary Plotts, Police Chief.

Council unanimously approved the meeting minutes from February 21, 2023, in a motion made by Gruver and seconded by Blinzler.

Denise Knecht gave the fiscal officer update, and council approved a motion seconded by Bowsher and moved by Gruver to pay the bills as presented.

Council unanimously approved a memorandum of understanding between the Williams County Commissioners, Williams County Central Communications, Williams County IT Department, and the Williams County Sheriff’s Office and Edgerton Police Department, authoring Chief Plotts to execute the agreement.

Councilor VanAusdale made the motion to approve, and councilor Wampler seconded.

Council carried a motion made by Bowsher and seconded by VanAusdale to approve the execution of a schedule with American Municipal Power, Inc. for participation in the Community Energy Savings Smart Thermostat Program.

Hayley Kimpel, probationary part-time administrative Intern trainee through Edgerton Schools, has completed her 6-month probationary term. Council carried a motion of approval to remove Hayley from probation.

Hayley’s plans are undetermined as to if she will continue working with the village through the summer of 2023. The motion was made by councilor VanAusdale and seconded by councilor Gruver.

The police department was approved to post an open department position.

Council then went into executive session, joined by Police Chief Gary Plotts, from 3:13-3:32 p.m., when they also made a motion to adjourn the meeting.
