EDON VILLAGE COUNCIL: Council Moves Forward On Cybersecurity Ordinance & Cemetery Levy

The Edon Village Council met in regular session on Monday, June 15, 2026, at 6:30 p.m. at the Village Hall.

Mayor Duane Thiel called the meeting to order and led those present in the Pledge of Allegiance. Council members in attendance were Dave Loughborough, Dan Ankney, Aimee Bell, Lee Lawrence, and Brian Shaffer. Jeff Pease was absent.

Also present were Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, School Resource Officer Monica Goebel, and Chad Livensparger.

During public participation, Livensparger addressed council regarding the upcoming All-Star tournaments scheduled for July 12-15.

He discussed plans for parking and the proposed admission fee structure for vehicles attending the event.

Council approved the minutes from the previous meeting on a motion by Loughborough, seconded by Shaffer. Financial reports and bills were also approved following a motion by Lawrence and a second by Shaffer.

Police reports were reviewed, with no major incidents reported. Committee reports contained no new business.

Under communications, council was informed that the Village Office will be closed on Friday, July 3, in observance of Independence Day.

Ordway provided updates on village operations and public works projects. Discussion was also held regarding the possibility of establishing fees to assist homeowners with water and sewer service line replacement and repair costs.

Under old business, Ordway updated council on the Webster project. No additional old business items required action.

Council addressed two measures under new business. The first was Ordinance 07-26, adopting a cybersecurity policy for the Village of Edon. A motion to suspend the rules was made by Ankney and seconded by Loughborough.

The ordinance was then approved on a motion by Lawrence, seconded by Shaffer.

Council also considered Resolution 04-26, declaring the necessity of an additional levy for the Edon Union Cemetery. The resolution requests that the county auditor certify the village’s current tax valuation.

A motion to suspend the rules was made by Loughborough and seconded by Lawrence. The resolution was approved on a motion by Ankney, seconded by Shaffer.

At 6:50 p.m., council voted to adjourn the regular meeting and enter executive session to discuss personnel matters and property acquisition. The motion was made by Lawrence and seconded by Ankney.

The next regular meeting of Edon Village Council is scheduled for July 20 at 6:30 p.m.
