EDON VILLAGE COUNCIL: Emergency Road Work, 2026 Wages, & Personnel Policy Updates Approve

The Edon Village Council conducted a brisk and productive regular meeting on Monday evening, November 17, 2025, at 7:00 p.m. in the municipal building. The session lasted just 25 minutes before the council adjourned into executive session.

In attendance were council members David Loughborough, Austin Thiel, Lee Lawrence, Dan Ankney, and Brian Shaffer, along with Mayor Duane Thiel, Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, Police Chief Tom Szymczak, Jenn Stantz, and Amy from WEDCO. Several residents were also in attendance.

After the Pledge of Allegiance, the council unanimously approved the previous meeting minutes and the monthly financial report and bills (motion by Lawrence, second by Ankney). Bidwell reminded everyone that village offices will be closed Thursday and Friday, November 27 through 28, for Thanksgiving.

Council held the second reading and final passage of Ordinance 06-25, officially renaming the east portion of Woodville Street to Toner Drive (motion by Lawrence, second by Ankney; passed unanimously).

Council approved a 2026 legal-services representation agreement with Bish, Butler, Thompson (motion by Lawrence, second by Ankney; passed unanimously).

Ordinance 07-25, authorizing the Village Administrator to enter a resurfacing agreement for a portion of State Route 34 and declaring an emergency, was adopted on all three readings (motion by Lawrence, second by Loughborough; passed unanimously and effective immediately).

Ordinance 08-25, updating the village’s Personnel Policy and Procedure Manual, was suspended for the rules requiring three readings and then adopted (suspension motion by Lawrence, second by Ankney; passage motion by Thiel, second by Shaffer; passed unanimously).

Ordinance 09-25, establishing the 2026 wage schedule for village employees and elected officials, was likewise suspended and adopted (suspension motion by Lawrence, second by Shaffer; passage motion by Lawrence, second by Thiel; passed unanimously).

Chief Tom Szymczak received council approval to purchase a used 2022 silver Ford Explorer police interceptor for the department (motion by Loughborough, second by Ankney). Council also authorized the hiring of an additional part-time officer (motion by Lawrence, second by Ankney).

Committee reports from Safety, Park, Cemetery, Finance, and Zoning were brief with no new items.

Village Administrator Chad Ordway reported that leaf pickup is progressing smoothly, and crews have begun installing Christmas decorations and street banners throughout town.

The public portion of the meeting adjourned at 7:25 p.m., after which the council entered executive session to discuss personnel matters and potential real estate acquisition.

The next regular council meeting is scheduled for Monday, December 15, 2025, at 7:00 p.m.
