COUNCIL … Members of the Fayette Village Council and Mayor Borer discuss some of the items listed under the mayor’s report.

The Fayette Village Council held their meeting on Wednesday, August 28th. The meeting began at 6:00 p.m. with a prayer and the Pledge of Allegiance.
Approval of the prior meeting minutes from August 14th then took place, along with Safety Meeting minutes from the same day.
Council next heard a report from the mayor with the following items being touched on. Community Farmer’s Markets are still going on until September 28th.
The Bean Creek Valley History Center will be at the Fair Alliance Booth near the log cabin on September 1st and 2nd. The Normal Memorial Library will be having their building club meeting on September 7th from 10:30 a.m. to Noon.
The next CDC meeting will be held on September 9th at 6:00 p.m. at the school, the next Governmental Affairs meeting will still be held on September 4th, and this year’s Fall Fest will take place on September 28th from 11:00 a.m. to 4:00 p.m. in downtown Fayette. The event will feature a car show, chili cook-off, pie-baking contest, craft vendors, and more.
The village administrator’s report came next, with it being stated Phase 1 of the water project was continuing well. “Bryan Excavating has continued paving streets and prepping sidewalks for sub-contractor Smith Paving in various sections of the village”, said Village Administrator Bryan Stambaugh.
“North Fayette Street received full-width paving, along with North Gorham Street, while North Eagle Street was single-lane paved. Resident service lines continue to be installed that were strategically scheduled after most of the main lines were installed.”
“The main sections of sidewalk and driveway approaches will be finished up this week. The remaining smaller sections will be completed as the crew frees up from prep work.”
“A main line section on West Gamble Street out to the village limits was installed this week, a portion that was initially slated for Phase 2. This work was able to be shifted due to the project going as well as it has.”
“Overall, things have continued to move along nicely. At our last progress meeting, we discussed the remainder of Phase 1 and what our best route of action is.”
The administrator’s report then shifted to the upcoming police levy. “We will be hosting a special meeting on October 7th, in the high school cafeteria at 7:00 p.m.”
“This meeting will be held to answer any questions the community may have ahead of the upcoming levy.”
Council then moved to approve the administrator’s report before moving on to hear a report from the VFO. The August financial Update was presented first, along with information regarding an EPA Compliant Request.
“To remain compliant with EPA’s sewer control plan, Zach has requested an additional $5,000.00 to be appropriated in Engineering Services in the Sewer Fund.”
“The additional $5,000.00 is for CSO monitoring (combined sewer overflow) with Arcadis. After meeting and discussing options, we identified Miscellaneous Contracted Services had an excess $5,000.00 that could be transferred into Engineering Services. We found it would be more fiscally responsible to do a transfer or appropriations versus an additional appropriation.”
The Voucher Register and Warrant (Bill List) were then discussed, along with Pay Order #10 for Bryan Excavating. Council then approved the VFO’s report before moving on to pay the bills as presented.
A letter of appreciation from Caden Leininger was then read by the mayor before council moved to approve the following items.
Ordinance 2024-09 – Transfer of Appropriations, Modification. This measure was approved on first reading following the suspension of rules. The approval of pay order #10 for Bryan Excavating in the amount of $483,197.17, approval for Change of Directive No. 3 for Phase One, approval of the Fall Fest application for the Village of Fayette, and approval of tax assessments for mowing and utilities were also approved.
With no additional business to attend to, the meeting was adjourned at 6:29 p.m.
