COUNTY BUSINESS … Fulton County commissioners conduct business during their August 18 meeting, approving road improvement applications, a cooperative resurfacing agreement and several financial measures. The board met again August 20 to discuss holding a meeting for EMS funding and approve additional appropriations.

The Fulton County commissioners held regular meetings August 18 and 20. Both meetings began at 9 a.m. with the Pledge of Allegiance, opening prayer and roll call.
Commissioners authorized County Engineer Frank Onweller to seek Ohio Public Works Commission funding and execute related agreements for three projects: reclamation of County Roads MN and 17, resurfacing County Road L from County Roads 11 to 13, and resurfacing Swancreek Township Road 2 from the bridge to U.S. 20A.
The board also approved a cooperative agreement with Swancreek Township and the Village of Swanton for the Road 2 project.
Swancreek Township will provide 82.2 percent of the total cost, Swanton will provide 5.4 percent, and Fulton County will provide 12.4 percent from the county engineer’s fund. Fulton County will serve as the lead applicant for the OPWC funding.
Financial action included appropriation increases of $3,000 for Senior Center maintenance services, $27,921 for airport capital improvements and $21,575.22 for self-insurance claims.
The Senior Center increase will help cover a steamer repair, while the airport funding is for parking-lot sealing, crack filling and striping.
Commissioners entered into an agreement with HealthWorks for onsite biometric screenings for county employees and spouses enrolled in the county’s CEBCO/Anthem health plan.
The proposal anticipates 105 participants at four county worksites in November, with Anthem reimbursing HealthWorks $58 per participating plan member.
The board accepted the resignation of Senior Center substitute driver Lukas Rotroff, effective with the pay period ending August 22.
Commissioners continued the county’s dog-related fees for 2027. A one-year license will remain $24, a three-year license $72, a permanent license $240 and a kennel license $120. Other fees remain $10 per dog per day for boarding, $20 for redemption, $15 for adoption, $50 for euthanasia, $50 for disposal and $75 per tranquilizer dart. Applicable late penalties also remain in place.
In additional business, the board amended its 2026 lawn-care contract with Rock-Solid Landscape LLC, increasing the authorized amount from $25,000 to $30,000. The underlying contract pays $1,900 per mowing for designated county properties.
Commissioners also approved the August 13 and August 18 meeting minutes, payment of bills, purchase orders and submitted travel requests. They reviewed Dog Warden reports for the periods ending July 18 and 25.
During the August 20 meeting, commissioners received requests from the City of Wauseon and the Village of Swanton to set a time during a meeting for a discussion of EMS funding.
The board established a new debt-retirement fund line for Issue II expenses in the Gas Tax and Motor Vehicle Fund and transferred $57,995.64 into it.
Commissioners also increased appropriations by $4,000 for Information Systems professional services to cover security-related expenses and by $1,000 for Senior Center maintenance services.
The additional Senior Center funding will cover the remaining cost of a $5,910 steamer repair.
