FULTON COUNTY COMMISSIONERS: Board Approves Fiscal Actions; Visitors Bureau Bylaws

The Fulton County Commissioners held their regular session on Monday morning, October 7, 2025. The meeting began at 9:00 a.m. with the Pledge of Allegiance, an opening prayer, and a roll call with all three commissioners present.

From there, the board moved quickly through a series of routine approvals. The minutes from the October 2, 2025, meeting were unanimously accepted, followed by approval of the day’s agenda, which was amended to include a presentation by Julie Brink from the Fulton County Visitors Bureau. Payment of bills was also signed off without objection.


Several financial documents were reviewed, including a certificate of non-compliance, an amended estimate of resources, and reports balancing the books between the treasurer’s and auditor’s offices. Commissioners also received the 2026 certificate from the Fulton County Budget Commission.

A large portion of the meeting centered on financial housekeeping. Under Resolution 2025-665, the board approved a wide range of transfers, new lines, and increases in appropriations across various departments.

The changes covered everything from waterline equipment and health insurance to salaries, shared costs, and grant-related revenue.


Emergency planning also saw attention. Commissioners approved updates to the county’s Hazardous Materials Emergency Response and Preparedness Plan as part of the broader Emergency Operations Plan, acting on behalf of the county EMA.

In other business, two familiar faces were reappointed to the Board of Developmental Disabilities. Britney Ward and Adam Cook will each serve new three-year terms beginning January 1, 2026. The board also voted to remove a lien from a Northeast Water System account that had recently been paid in full and approved ending a longstanding Memorandum of Understanding with the Board of DD, set to expire at the end of the year.

A major infrastructure project also took a step forward. After receiving four bids for improvements at the intersection of County Road H and State Route 109, including traffic signal installation, the commissioners voted to award the job to Vernon Nagel, Inc. for just over $1.37 million, well under the engineer’s estimate.

Health and wellness initiatives for county employees were addressed with the approval of a new contract with HealthWorks. The agreement allows biometric testing to continue for employees and spouses covered under the county’s insurance plan.


Commissioners also approved a new hire at the Department of Job and Family Services. Ashlee Couture will step into the role of Child Support Case Coordinator I, pending all pre-employment requirements.

Purchase orders and travel requests received a final round of approval before the meeting turned to the Fulton County Visitors Bureau.

Julie Brink, joined by Jim Wyse, walked the board through several updates to the bureau’s bylaws. Among the changes were a shift from bi-monthly to quarterly meetings, clarification of board vacancy procedures, and updates to notification processes. Brink explained that she already sends monthly financial reports to her board and stays in contact with members as needed.

The board approved both the bylaw revisions and the updated roster unanimously. The meeting adjourned shortly after 9:19 a.m.
