FULTON COUNTY COMMISSIONERS: Board Covers Finances, Health Agreement, & Airport Appointment

The Fulton County Board of Commissioners held its regular session on Tuesday, September 2, 2025, beginning promptly at 9:00 a.m. in the Commissioners’ Session Room at 152 South Fulton Street in Wauseon.

The meeting opened with the Pledge of Allegiance, followed by an opening prayer. Roll call confirmed the presence of Commissioners Jeff Rupp, Joe Short, and Jon Rupp, allowing business to move forward.

The first items of business were procedural, as the board approved the minutes from the August 28, 2025, session and adopted the day’s agenda.


From there, commissioners authorized the payment of bills and approved several appropriation adjustments.

These included the creation of two new gas budget lines, increases to telephone line items for the sheriff’s office and courthouse, and a small internal transfer connected to the transfer station.

Financial housekeeping continued with two additional resolutions. One authorized the transfer of unexpended bond funds into the county’s General Fund.


At the same time, the other shifted unexpended special funds into the same account, ensuring unused money is consolidated for broader use.

Attention then turned to health and social services. Commissioners entered into Contract 2025-71 with Fulton County Health Center to continue collaborative services. They also approved the Center for Child and Family Advocacy as the designated agency to receive marriage license and dissolution fees for 2026.

Additionally, the board authorized President Jon Rupp to execute Fulton County’s participation in the Purdue Direct opioid settlement, part of statewide recovery efforts. Personnel and public utility matters were also addressed.

The board accepted the resignation of a Job and Family Services employee and certified delinquent accounts for the Northeast Water System, forwarding them to the county auditor so they may be collected on property tax bills.


In other business, commissioners appointed Brad Burdue to serve on the Fulton County Airport Authority Board for a term expiring September 1, 2028.

They also accepted renewal rates for 2026 employee health benefits and gave final approval to purchase orders and travel requests.

With no further business, the meeting adjourned at 9:10 a.m. Commissioners reminded the public that the next regular session scheduled for September 4, 2025, has been cancelled due to Fulton County Fair Sale Day.
