FULTON COUNTY COMMISSIONERS: Commissioners OK Contracts, Annexation, & Budget Adjustments

The Fulton County Commissioners held their regular session on May 20, 2025, covering zoning updates, sheriff department contracts, infrastructure funding, and annexation matters.

The meeting began with the Pledge of Allegiance, opening prayer, and roll call. The May 15th meeting minutes and the May 20th agenda were unanimously approved.

The commissioners passed Resolution 2025-334, authorizing payment of county bills, and Resolution 2025-335, implementing several appropriation changes. These included:


•2025 Pavement Marking

•Increasing budget lines for airport services, witness fees at municipal court, bank fees, and supplies for the Sanitary Engineer.

•Transferring $3,500 from hospital insurance to contract services at Job and Family Services to support access to the CLEAR system.


•Decreasing allocations for tools and maintenance equipment due to completed purchases.

Several agreements were entered into, including:

•Zoning Solutions LLC

•Central Square Technologies Partee Systems


The board also approved the FY2026 Title XX County Profile Plan (Resolution 2025-337), submitted by Job and Family Services Director Amy Metz-Simon.

The plan projects a budget of $91,000 in services for over 1,600 residents, using allocations from federal, state, and local funding. A public hearing had been held on April 15 without objections.

A 50.186-acre parcel owned by Carol Nofziger in German Township was approved for annexation into the Village of Archbold (Resolution 2025-341).

The expedited Type I annexation process was carried out without objections. An agreement ensured the township would be compensated $2,735.62 for lost inside millage revenues.

Commissioners also continued the final hearing for Ditch 2153 in Clinton Township until July 15, 2025, to allow additional time for setup and review. All three commissioners supported the extension.

Additional resolutions approved included a personnel request for Job and Family Services, acceptance of a maintenance employee resignation, purchase orders, and travel requests. The session concluded at 9:05 a.m.
