Fulton County Grand Jury Hands Down 11 Indictments

(PRESS RELEASE) On December 18, 2023, the Fulton County Grand Jury considered indictments charging individuals with Fulton County crimes, according to the Fulton County Prosecuting Attorney’s Office.

Those indicted were:

-MICHAEL M. HUGHES, age 41, of Archbold, OH, was indicted on one count of Aggravated Possession of Drugs. On or about November 20, 2023, he allegedly possessed Methamphetamine, and the amount of the drug involved equals or exceeds five time the bulk amount, but is less than fifty time the bulk amount. 23CR132.

-NATHAN MCCULLOUGH, age 33, of Delta, OH, was indicted on one count of Domestic Violence, and two counts of Strangulation. On or about November 23, 2023, he allegedly caused or attempted to cause physical harm to a family or household member, and then he allegedly caused or created a substantial risk of physical harm to a family or household member by means of strangulation. 23CR133.

-MICHAEL WYLIE, age 49, of Monclova, OH, was indicted on one count of Telecommunications Harassment and one count of Violating a Protection Order. On or about November 16, 2023, he allegedly made or caused to be made phone calls, after being told not to make these calls, and by making these calls, he allegedly violated a protection order. 23CR131.

-BRANDON WARREN, age 38, of Toledo, OH, was indicted on one count of Trafficking in Cocaine. On or about August 20, 2023, he allegedly sold or offered to sell Cocaine. 23CR141.

-MATTHEW T. DUCAP, age 31, of Wauseon, OH, was indicted on one count of Possession of a Fentanyl-Related Compound. On or about November 4, 2023, he allegedly possessed a Fentanyl-Related Compound. 23CR140.


-MACHELLE RAMIREZ, age 56, of Toledo, OH, was indicted on one count of Possession of Cocaine. On or about November 18, 2023, she allegedly possessed Cocaine. 23CR138.

-DANIEL BROWN, age 45, of Toledo, OH, was Indicted on one count of Possession of Cocaine. On or about November 18, 2023, he allegedly possessed Cocaine. 23CR137.

-JOHN D. TIBBETS, age 66, of Swanton, 0H, was indicted on ten counts of Pandering Sexually-Oriented Matter Involving a Minor or Impaired Person, and ten counts of Pandering Obscenity Involving a Minor or Impaired Person. On or about May 20, 2023, he allegedly solicited, received, purchased, exchanged, possessed or controlled material that showed a minor participating or engaging in sexual activity and he allegedly bought, procured, possessed or controlled obscene material that has a minor as one of the participants. 23CR139.

-JAMES PONTIOUS, age 40, of Metamora, OH, was indicted on one count of Domestic Violence. On or about December 5, 2023, he allegedly caused or attempted to cause physical harm to a family or household member. 23CR136.


-SHAWN C. QUIGLEY, age 53, of Fayette, 0H, was indicted on one count of Burglary, one count of Theft, and one count of Criminal Damaging or Endangering. On or about November 6, 2023, he allegedly trespassed in an occupied structure and stole a cell phone, and he also allegedly damaged a truck. 23CR135.

-MARY R. COX, age 49, of Delta, OH, was indicted on one count of Theft From a Person in a Protected Class. On or about March 1, 2023 to May 24, 2023, she allegedly stole $21,000. 2301134.

It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
