The Holiday City Village Council met on Thursday, September 18, at the Village Hall. Council members present were Cooper Clark, Shawn Clark, Jodie Faunce, and Ryan Henricks, along with Mayor Pam Clark and Village Administrator Blair Campbell.
Following the approval of the August 21 meeting minutes, the council then approved an emergency resolution to appoint Damon C. Williams of Zoll and Kranz, LLC, as the new village solicitor.
Williams replaces Carasusana B. Wall of Zoll & Kranz, LLC, which had already submitted her resignation prior to the meeting.
He will be serving as the legal advisor to and attorney for, the village and for all officers of the municipal corporation in matters relating to their official duties through January 31, 2026.
“After January 31, 2026, there will be another resolution to continue that agreement for another certain period under the Revised Code Section for those appointments and agreements to provide legal services for the council,” said Williams. “It will be reviewed every two years. At this point, it was written and contracted out until the January 31st date to give time for a new two-year agreement.”
The new village solicitor will be paid at a rate of $240 per hour, $140 per hour for associate attorney billing, and $75 per hour for paralegal or law clerk billing.
After being appointed, Williams told the council he had worked with Fiscal Officer Lauri TenEyck-Rupp on a couple of public records requests that had been served on the village and had since been fulfilled.
Cooper Clark then questioned the new solicitor about the library located in the village hall.
“That’s one of the things I will be looking into,” said Williams. “Because in certain circumstances I have to look into what the Ohio Legislature’s definition of a library is, just because we call it a library, just not necessarily means it qualifies. However, if it does, then that requirement is already met because it is a library that is owned and operated by Holiday City.”
In other action, Mayor Pamela Clark reviewed the committee appointments for the remainder of the year. She noted that it will probably change in January.
Jodi Faunce and Cooper Clark will serve on the audit and safety committees. Shawn Clark and Ryan Henricks are on the utilities committee. Shawn Clark and Pamela Clark will serve on the subdivision committee.
Campbell gave an update on the visitor’s bureau regarding the upcoming Holly Trolley event held on Friday and Saturday, December 5-6, at the Holiday City Quality Inn.
The holiday event will give an opportunity for people to wine, dine, shop, and stay overnight at the hotel.
It will feature a trolley ride from Quality Inn to a Bryan area winery and back to the hotel on the hour. Ticket prices haven’t been determined, but they include the hotel room, plus the trolley rides.
Campbell told the council the village’s new flagpole has arrived, but discovered there was a scratch on it. He then received a letter from the manufacturer saying its ok. The village will be receiving a $450 discount on the flagpole.
He also reported that the copier in the administrator’s office went bad, and then purchased a new copier from Current Solutions.
Mayor Clark reminded the planning committee meetings are on October 2 at 5 p.m. and October 16 at 5:30 p.m.
