HOLIDAY CITY VILLAGE COUNCIL: Ryan Hendricks Sworn In As New Council Member

Holiday City Village Council welcomed a new council member at its Thursday meeting.

Ryan Hendricks was sworn in by the village’s legal counsel, Damon Williams, filling the vacated council seat previously held by Beau Zuver, who had moved out of the area in June. He will fulfill Zuver’s term for the remainder of 2025 until December 31, 2027.


Following roll call, with council members Cooper Clark, Shawn Clark, Jodie Faunce, Chelsea Funk, Jarrett Funk, and Hendricks present, the Pledge of Allegiance was recited.

Council then approved three separate emergency resolutions regarding opioid settlements from the state.

The first resolution was the Purdue/Sackler Family Opioid Settlement, the second was the Alvogen-Zydus Opioid Settlement, and the third was the Sandoz Opioid Settlement.


It was declared an emergency measure by the council necessary for the preservation of the public, peace, health and welfare, and safety of the Village of Holiday City.

According to Mayor Pam Clark, the reason for the emergency, which waives all three readings in passing the measure, is to ensure prompt pursuance of funds to assist and dealing with the opioid epidemic throughout Ohio.

“This is in relation to the national opioid litigation that is going on,” said Williams. “This council had previously passed resolutions approving participation in various settlements coming out of that opioid litigation.

“These three resolutions represent three current settlements that is currently happening. All resolutions cover preservation in those settlements. I believe as a useful corporation, Holiday City has not directly received funds from these opioid litigation settlements.


“However, participation of Holiday City in these allows the funds that are received at the county level to be apportioned and directed towards the village.”

Council approved a payment of $6,446.10 to P & R Communications of Dayton for repairs to the village’s three emergency sirens. The cost also included the use of a bucket truck for the work.

Fiscal officer Lauri TenEyck-Rupp gave a report on the July financial report. She reported that $877,995.55 was received in revenue, with expenses totaling $889,546.77 for the month.

Approval was given for administrator Blair Campbell and Mayor Pam Clark to attend the American Municipal Power (AMP) annual conference on September 22-24, in Columbus.

Thursday’s council meeting marked the final one for Jarrett Funk and Chelsea Funk, who are both resigning effective August 31, 2025. They are moving out of the area.

“A huge thank you for all of your service,” said the mayor. “It’s just been a pleasure to have both of you with us.” The meeting adjourned at 7:50 p.m.
