LYONS VILLAGE COUNCIL: Council Tracks Tower Project, Wilbur Ellis Site Cleanup

The Village of Lyons Council held its meeting on Monday, April 13, 2026, and covered updates involving infrastructure, public utilities, community projects, and seasonal planning.

Documents and grant paperwork tied to the village tower project are expected to be signed by the end of the month, allowing a start date to be set.

Chris and Monika Johnson, owners of the former Wilbur Ellis property, have been completing cleanup and improvement work at the site, with buildings being prepared for future use.

The village is still waiting on a new handheld reader for water meters. Nearly all backflow inspections have been completed, with Rob Dick Plumbing handling the work.

The annual Consumer Confidence Report required by the EPA has also been completed and is expected to be sent out before the July 1 deadline. The village’s state audit is scheduled for this fall.

Council is still waiting on paperwork from the village solicitor regarding the vacated strip on Kennedy and West streets. Council also discussed regional planning meeting attendance and continued work on the OWDA report, which is due April 27. Residents were reminded that bulk pickup will take place door to door on May 16.

Evergreen students will be in Lyons on May 1 for a community service day. Memorial Day Parade flyers and letters have been distributed, with Kathie Brock again organizing the event.

Council voted to order 22 tons of salt through ODOT’s bulk buy program for the winter of 2026 and 2027. New box storage containers have arrived for storage at the lagoon, and permits have been obtained from Brightspeed and MEC for fiber optic work and some pole replacements. The village is also seeking pricing for fence blocks to help secure the cardboard trailer.

Council also reviewed insurance-related compliance items through Hylant Insurance. Those items include annual BMV record checks for anyone operating village trucks or equipment, removing the residential playground at Green Park, and seeking grant funding to add sides to the park bleachers. In another spring update, flowerpots had been taken to the greenhouse to be planted.
