METAMORA VILLAGE COUNCIL: Council Updates Public Records Fees & Cybersecurity Policy

The Metamora Village Council met for its regular session on Monday, December 1, 2025. The meeting began at 7:00 p.m. with the Pledge of Allegiance, followed by council approval of the minutes from November 17.

Council then heard from visitors. Nicki Clark addressed council regarding zoning updates currently being prepared by Zoning Solutions, encouraging members to carefully review the draft language before final approval.

Mayor Cathy Mossing explained that both the Planning Commission and council review proposed changes and added that future drafts would also be shared with Clark. Jeff Truckor also addressed council, providing an update on repair work being completed on several of his commercial properties.


The mayor’s report followed, beginning with council approval to transfer $500,000 from the village checking account into a Public Funds Account. Both accounts are held through Metamora State Bank.

Council was then informed of upcoming changes to public records request fees. Requests downloaded to a flash drive will now cost $10.

Paper copies will include the first three pages at no charge, with additional pages costing $0.20 per copy. Compact disks will no longer be offered for public records requests.


In the fiscal officer’s report, council approved the third and final reading of Ordinance 2025-19, authorizing the Countywide Emergency Management Agency Agreement between the Village of Metamora and the Fulton County Emergency Management Agency.

Council then approved the second reading of Ordinance 2025-20, which establishes employee compensation for 2026. A first reading was also approved for Ordinance 2025-23, creating and governing a cybersecurity policy in accordance with guidelines from the Ohio Auditor of State.

Council next waived a hearing with the Fulton County Budget Commission and approved the village’s Local Government Fund allocation for the 2026 budget year in the amount of $27,656.72. Authorization to pay bills as presented was also approved.

New business followed, beginning with a scheduling change for January meetings. Council and committee meetings originally set for January 21, 2026, were rescheduled to January 20. The committee meeting will begin at 6:00 p.m., followed by the council meeting at 7:00 p.m.


Council then considered zoning matters. The Zoning Appeals Board met earlier on December 1 to review a variance request for a fence at 315 Garnsey, approving the request.

Council moved to approve the variance as recommended. The Zoning Appeals Board also scheduled a public hearing for December 16, 2025, regarding a separate fence variance request at 252 Maple.

Council approved providing $100 Visa gift cards to several village employees for Christmas. Two members abstained from the vote. Council also agreed to seek a quote from Adam Vance for repairs needed on the maintenance shop awning.

During the zoning report, council discussed a submission for a small home addition and new garage at 202 West Main Street. Officials noted that while drawings and a letter were received, a zoning permit application must also be submitted before the project can proceed.

Council was also updated on nuisance violations issued to three properties following official complaints. With no response received after more than 30 days, a final notice will be sent requiring cleanup or communication with the village.

Officials noted that legal counsel has been consulted and that the village has the authority to abate the nuisances if no action is taken.

With no further business to discuss, council approved a motion to adjourn the meeting at 8:01 p.m.
