MILLCREEK-WEST UNITY BOARD OF EDUCATION: GPS & Cameras To Be Installed On Buses

The Millcreek West-Unity Board of Education held their meeting on Monday, August 12th. President Heather Jones called the Regular Board Meeting to order at 6:11 p.m.

The following board members were present: Dawn Layman, Brian Wieland, Randy Mahlman, Heather Jones, and David Chester.

Mr. Riley expressed his gratitude to those who have assisted with his transition to the superintendent position and stated his readiness for the new year to start.

He also informed the board about the ongoing installation of GPS and cameras on the buses.


This installation will provide turn-by-turn directions for substitutes and will enable administrators to track the whereabouts of a particular bus and to monitor activities on each bus in real-time.

Following this, Mr. Cummins provided the high school principal’s report, and Mr. Riley presented the elementary report on behalf of Mr. Mansfield, who was absent.

The board approved the minutes, financial statements, and investments from the July and 2024 Board of Education Meeting.


The board approved the following contracts:

-A 60-month Rental Agreement with Pitney Bowes for the district postage meter.

-An Estoppel and Agreement with SUT VIII LLC for energy produced by the district solar array.

-Participation in MET A Solutions Cooperative.


-Authorization to advertise and receive bids for bus purchases on behalf of the School Board from November 1, 2024, through October 31, 2025.

The board also approved the following:

-Raising the district’s Federal Expenditure procurement micropurchase threshold to $50,000 for fiscal year 2025.

-The 2025 Membership with West Unity Chamber of Commerce.

-An agreement with Wood County Juvenile Detention Center at $88/day and Juvenile Residential Center of NW Ohio at $96/day for the 24-25 School Year.

In addition, the board approved the disposal of outdated CCP textbooks:

-ISBN: 978-0-393-66494-2, Quantity- 1, Title: Microeconomics: A Contemporary Introduction

-ISBN: 978-1-305-92610-3, Quantity- 2, Title: Office 365 2019 Edition

The following transportation measures for the 2024-2025 school year were also approved:

– Regular Bus Routes: Transportation services agreement with North Central Schools for $10,000.

-A partnership with North Central schools to transport North Central and Hilltop students to/from Four County, Independence Education Center, Montpelier, Edon, Bryan, and Wauseon.

– Authorization for the Transportation Manager and Superintendent to make necessary changes to transportation routes throughout the school year.

Next the board, approved Classified and Certified Substitute Lists for the 2024-2025 school year that are provided and maintained by the Northwest Ohio Educational Service Center (NwOESC).

Assignments will be made by the superintendent and/ or the superintendent’s designee. All other pay and benefits will be according to the board adopted policy, approved Classified and Certified Substitute as follows for the 2024-2025 school year that are provided and maintained by the Millcreek-West Unity Local School.

The board approved Hilltop students to participate in the following activities for 2024-2025: Indoor Track & Field; Archery; Esports.

Donations accepted: $200 from Wieland Chase, LLC to the FFA, $100 from Truland Equipment to the FFA, $250 from Mill District Deli and Pastor Rodriguez for school supplies.

Next, the board accepted numerous employments for the 2024-2025 school year, approved several Graduate Study Reimbursements, approved an agreement with Aris Group/Allstate Benefits to provide supplemental insurance products to district employees, and approved a Cooperative Agreement and Right of Entry with the Ohio Department of Natural Resources, Division of Geological Survey to place, monitor, and maintain an observation well on district property.

The board approved the following overnight stays:

-FFA Members to attend the National FFA Convention at the Indiana Convention Center in Indianapolis, IN, from October 22 to 26, 2024.

-FFA Members to attend Greenhand Camp, FFA Camp Muskingum, 3266 Dyewood Rd SW, Carrollton, OH 44615, from September 27 to 29, 2024.

-FFA Members to attend Ohio State FFA Convention at Ohio State Exposition Center and Fairgrounds, on April 30 to May 2, 2025.

The board also approved the Memorandum of Understanding (MOU) with the Village of West Unity Policy Department for School Resource Officer (SRO). The meeting was adjourned at 6:19 p.m.

The next regular meeting of the Board of Education is scheduled for September 16, 2024, at 6:00 p.m.
