New North Kexon Substation To Power Pioneer’s Growth

Work continues on the new North Kexon Substation in Pioneer, a multi-million dollar project designed to support the Village’s growing electrical demand, particularly with industrial expansion.

The pre-built, pre-tested control building has now been set in place, marking a major first step toward the completion of the facility. According to project documents, the substation is expected to be operational by June 30, 2026.

The project is located at 10 Kexon Drive within the Pioneer North Industrial Park. It is designed to provide 40 megawatts of output through two 20 MW transformers. Power will be received from two 69kVa power lines, along with a new AMPT transfer station system upgrade.

A future connection is also planned for 5 MW of solar generation that will supply power behind the meter for village customers.

Financially, the total cost of the substation with improvements is $5.86 million. However, village officials emphasize that the cost will be offset by agreements with Aquabounty (AQB) and anticipated federal Investment Tax Credits.


Aquabounty has committed to making payments totaling $3.7 million over the next 10 years. In addition, if the Village secures tax credits of $2.34 million, the combined funding would cover the full cost of the project.

“If we get the Investment Tax Credits in addition to the AQB payments, then Pioneer has a new $5.9 million substation for free – plus $214,000 in cash,” stated Mayor Ed Kidston

The substation is viewed as critical to ensuring Pioneer’s continued economic growth and meeting the rising demand for electricity in the area.
