NORTH CENTRAL BOARD OF EDUCATION: Board Passes Transportation Resolution

The North Central Board of Education held their meeting on August 20th. The meeting began at 6:00 p.m. with the Pledge of Allegiance.

Mr. Dustin Meyers spoke about how great it was to see everyone at the open house and the positive vibes that were felt during the kick-off. Mr. Tim Livengood seconded and thanked everyone for their contributions.

Mr. John Huffman expressed gratitude to Mr. Moreland and the custodial staff for their work on the facilities, noting that everything is looking great.

Mrs. Kati Burt agreed with all the previous statements and expressed excitement about the positive start to the school year.


She also extended thanks to Mr. Saneholtz for organizing the Focus 3 presenter. Mrs. Burt also conveyed condolences to Mrs. Deetz and her family on the loss of their daughter.

Mr. Smeltzer reported and included the following in the treasurer’s report: Mr. Smeltzer thanked Mrs. Deb Maneval, assistant treasurer, for all her hard work. Summertime is very busy with orders and everything that goes along with it and she does an outstanding job. Other items in his report were:

-Capital Conference: November 10-12, 2024 in Columbus.


-Waive the reading and approve the minutes from the July 16, 2024 Regular Meeting and the July 30, 2024 Special Meeting.

-Financial Statements and Investments from July 2024.

-Approve Dustin Meyers as a delegate, and Tim Livengood as an alternate for the 2024 OSBA annual business meeting.

-Accept Donations: $25,000.00 from Pioneer American Legion Post #307 to the P.I. Fund for the Gym Floor, $20,000.00 from Kidston Fainily Companies to the P.I. Fund for the Gym Floor, $582.60 and $667.80 from Nickloy’s Fix and Fab for the Backpack Program, $1,799.00 from the North Central Athletic Boosters to the Athletic Department for the Volleyball Net System.


-Approve Sellers Dairy to provide milk to the school for the 2024-2025 School Year.

-Approve the transfer of$8,006.51 from Fund (200-9022) Class of2022 to Fund (018-9623) HS Principal Fund.

The board approved all items in the treasurer’s report as presented. The superintendent and principals gave their reports, and the school has successfully transitioned to the 2024-2025 school year over the last couple of weeks.

The athletic director noted in his report that sports passes and reserved seats for the 2024-2025 school year can be picked up or paid for at the high school office between 8:00 a.m. and 3:30 p.m. Monday through Friday.

Additionally, those who contributed to the replacement of the gym floor and their families will be invited to a volleyball game and recognized for their support of North Central Schools. The date is to be determined, and once final details are worked out, they will be shared with those individuals and organizations.

The board motioned to approve in lieu of transportation. Be it resolved that nonpublic transportation by bus may be considered unreasonable and that the superintendent shall inform eligible parents of this action so that payment in lieu of transportation may be arranged.

Be it further resolved that the amount of in lieu of payment to eligible parents for 2024-2025 school year be the minimum rate calculated by the Ohio Department of Education.

In compliance with the regulations set forth by the Ohio Department of Education, it is mandated that school districts arrange for the transportation of students in kindergarten through eighth grade who reside beyond a two-mile radius from their designated school, or to a chartered nonpublic or community school situated within a 30-minute proximity of the assigned public school.

However, school districts have the authority to deem transportation “impractical” and provide compensation instead based on the Ohio Revised Code 3327.02. The motion passed 4:1.

The board approved to offer complimentary passes to their employees, community members, and other individuals as follows:

-Board of Education Members and Spouses

-Administration and Spouses

-Adult pass to all North Central Local School employees

-Adult pass to Senior Citizens (65 and Older) living in the district. (Passes may also be distributed to other entities at the discretion of the Athletic Director).

The board approved Great Lakes Biomedical to conduct Radom Drug Testing of student-athletes of North Central Local Schools, the board of education to pay the Café online transaction fees for the 2024-2025 school year, the bus routes as presented, the agreement to continue services with the National Youth Advocate Program for mental health services via the STAR program, and many personnel recommendations.

The board then entered into an executive session at 6:33 p.m. for the express purpose of discussing employment and discipline.

Upon returning from the executive session at 7:37 p.m. the board adjourned for the evening. The next regular meeting will be held on September 17th at 6:00 p.m.
