NW Ohio Liason For Ohio Secretary Of State Updates Fulton County Commissioners

The Village of Delta has requested, as part of their evaluation, to connect to the Fulton County Water System, which would pull 500,000 gallons a day.

During the May 6, 2021 meeting, the commissioners reviewed this request. According to Ziad Musallam, FC Public Utilities Director, this is within their contract capacity allowance.

Fulton County is currently using 2.5 million gallons per day of their six million gallons per day allowance. This would be partial capacity for Delta as their total capacity would be about seven to eight hundred thousand gallons per day.

The Commissioners voted to approve a motion to “Authorize Public Utilities Director to Submit Application to the Regional Water Commission.”

The commissioners also reviewed the April 2021 Sales Tax Report, the Treasurer to Auditor Balancing Report, Certificate of Non Compliance, and an Amended Certificate of Estimated Resources.


Mr. Jacob Huner, the Northwest Ohio Liaison for the Ohio Secretary of State spoke with the commissioners, telling them that “The business services division expected to see a large dip in new business registration. The complete opposite happened and by October 2020 there were 170,000 new businesses filed. “

“We are likely to break that record this year due to there already have 40,000 new businesses by March 2021.” They have started an Ohio Business Spotlight program in which they choose six companies every month to highlight through all their media platforms.

Huner also reported that the 2021 election was the most challenging they have had, but “despite that, Ohio had 77.92% of voters hit the polls and of that 58.9% cast their vote before election day.” He reviewed that the Ohio Secretary of State office provided Fulton County Board of Elections with $98,965.

He also mentioned that Ohio Secretary of State Frank LaRose introduced a bill to modernize the election system, in with voters can register online and then have to submit an absentee ballot. He has also introduced a bill to address election/voting fraud throughout the Ohio BMV system.

A Bid Opening for 2021 Asphalt Resurfacing was held with only one bid coming in, from Gerken Paving for $4,329,686.64. In regular business, the commissioners approved:

-Minutes of May 4, 2021 and Agenda for present meeting


-Increase and transfer of appropriations to various departments

-Resolution 337 Enter into contract 2021-57 with Mannik Smith Group for Construction Inspections and Construction Administration for CR H project

-Resolution 338 Approve Draw #12 for FY19 CDBG Grant B-F-19-1AX-1

-Resolution 339 Execute Closing Binder for MVPO Nova Tube and Steel Project

-Resolution 340 purchase orders and travel requests
