Swanton Village Council: Council Approves Multiple Ordinances

The Swanton Village Council held their meeting on Monday, November 8th at 7:00 p.m. The meeting was called to order followed by a prayer and the Pledge of Allegiance.

Council then moved to approve the agenda as amended with additional items as well as the previous meetings minutes.

Council then heard committee reports regarding water and sewage and finances. Topics discussed were the TMACOG Stormwater Coalition, a presentation from Suez Utility Company, Utility Rate Analysis, the 2022 Insurance Renewal, and Temporary Appropriations and CIP.

Moving on to old busines, council moved to approve the following ordinances. The Third Reading for an Ordinance assenting to the detachment of property.

A Third Reading for an Ordinance notifying the Fulton and Lucas County Auditors that One Tax Levy passed specifically for fire protection shall not be collected for the five-year term as specified in the ballot language unless this ordinance is repealed during said term.


A Third Reading for an Ordinance dedicating the unimproved portion of Hickory Street in the Village of Swanton Fulton County, Ohio.

A Third Reading of an Ordinance authorizing the Village Administrator to enter into an agreement for prosecutorial services for the Village of Swanton. A Third Reading for an Ordinance appointing the Village Solicitor and establishing compensation.

In new business, council discussed a personnel report, the 2022 meeting calendar, WIOA motions, and 2021 health benefit reimbursements.


An Emergency Ordinance was then heard and was in regard to the amending of Ordinance 2021-06 permanent appropriation ordinance. A motion was made to suspend the rules which passed followed by a motion to approve the ordinance which also passed.

Next, another Emergency Ordinance was heard and was in regard to providing for temporary appropriations to provide for the current expenses and other expenditures during fiscal year ending December 31st, 2022.

A motion was made to suspend the rules which passed followed by a motion to approve the ordinance which also passed.


Lastly in new business, council heard the First Reading for an Ordinance authorizing the Village of Swanton to participate in TMACOG’s stormwater coalition program. A motion was made to approve the ordinance which passed.

Next, council heard the Village Administrator’s report. Brush pickup was supposed to be complete last week but has been delayed due to the chipper being out of service.

Leaf pickup is ongoing again but, due to the weather and the fact that many trees have not yet shed their leaves, it has been delayed. The Tree Commission will have a meeting on November 15th. The first round of water and wastewater grants were given out.

Congratulations were given to the Village of Fayette with there being hope that Swanton will be included in the second round. Multiple project updates were given as well as an update on the welcome and business guide.

With no one reaching out to speak to council before the deadline of November 4th, council moved to enter into Executive session for public employee employment. Upon return, council moved to adjourn for the evening.
