Village Of Delta, York Township At Odds Over Fire Service Contract

The Delta Village Council meeting held on Monday, May 16, 2016 was brief, lasting approximately twenty-two minutes, but long enough to discuss a few very critical issues. Early on, by a vote of 5-0, Council members decided to send a letter to York Township concerning the current fire service contract the Township has with the Village.

Responsibility for the fire department’s budget is proportionally divided among five government entities based on usage and tax revenues. Delta pays the largest portion at 43% followed by Swan Creek Township at 25%, York Township at 15%, Pike Township at 11% and Fulton Township at 5%.

There is some disagreement between the Village and York Township over the percentages assigned and the lack of service and financial reporting the Township is required to provide to the Village. The issue has reached the point where there has been talk of not renewing the contract when it expires on December 31, 2017.

Village Administrator Brad Peebles reported his office is continuing to work with the USDA office located in Findlay to provide information required to close on the loan/grant program required for the Combined Sewer Overflow(CSO) Project. A closing by early June is still expected.

Also related to the CSO project, the licensing fee of $35,000 owed to Norfolk Southern Railroad to use the railroad right-of-way was trimmed by 50% by the railroad with the addition of a $1,000 insurance fee setting the cost to the Village at $18.500.

Mr. Peebles also reported that Village employee Aaron Stewart gave his notice of resignation with May 31, 2016 scheduled to be his last day of employment. Mr. Stewart accepted a position with the City of Napoleon and cited a significant raise in pay that Delta was unable to match as the reason for the move.

The next Village council meeting will be held on June 1, 2016 at 7:00 PM.
