Wauseon Council Has Joint Meeting With Clinton Township Trustees

Wauseon City Council held their annual joint meeting with the Clinton Township trustees.

Members accepted the resignation of Wauseon Union Cemetery board member Robert Krumm as of January 1, 2016 and appointed Harold Stickley to fill the remainder of Krumm’s term from January 2, 2016 to January 1, 2019.

In department report highlights:

•Assistant Police Chief Bill McConnell reported that they are still accepting applications for the Citizens Police Academy and classes start September 17, 2015.

•Jamie Giguere, Director of Finance, reported that the income tax revenues as of August 31, 2015 were up 10% over this time last year.

•Thomas A. McWatters, Director of Law reported that he has been working with Fire Chief Sluder regarding the EMS contract to formulate a response to the counter-offer made by the Fulton County Commissioners. He also will be working with Jamie Giguere regarding the State income tax changes that will need to be incorporated into the city code. These changes will be presented to council later this year to be effective the first of the year.

In other business, council:
•Approved the third reading of a resolution authorizing the mayor to advertise for bids for repainting of the water treatment plant’s east clarifier, accept the lowest and best bid and to enter into a contract with the lowest and best bidder and is in effect in 30 days.

•Approved the first reading on emergency of a resolution authorizing the acceptance of the Fulton County Natural Hazard Mitigation Plan effective immediately.

•Approved a resolution authorizing Mayor Huner to enter into a contract with Time Warner Cable for telephone and Internet services and will be in effect in 30 days.

Giguere said that the cost went up, but they received faster Internet speeds and in turn Time Warner reduced part of the phone bill.

•Revised the effective date of retirement for Marcia Grant, Assistant Director of Finance, from September 30, 2015 to October 31, 2015.

•Scheduled a public hearing for Wednesday, September 23, 2015 at 5:00 p.m. regarding a request for a zoning change from R-2 to R-3 on a parcel of land at the west end of West Drive in order to construct zero lot line homes.

•Waived any hearing before the Fulton County Budget Commission regarding apportionment of the Undivided Local Government Fund pursuant to Ohio Revised Code Section 5757 and agreed to the Fulton County Budget Commission alternate plan of apportionment of said Local Government Fund on the basis of need and prior years apportionment, and further agreed to accept the sum of $128,284.94 for Undivided Local Government Fund the subdivision’s share of Undivided Local Government Fund.

•Scheduled Halloween Trick or Treat for Saturday, October 31, 2015 from 6:00 p.m. to 7:30 p.m.

•Announced the new City website is up. Council President Heather Kost thanked Meg Murphy, Clerk of Council, for her work on it. She said that it is more user-friendly and easier to access. Mayor Huner stated the new city promotional video will be coming soon and added to the website.
