Williams County Board Approves Contracts, Expense Agreement

The Board of Williams County Commissioners approved the following resolutions at the Feb. 16 meeting.

17-81 Transfer of funds
Department: Williams County Commissioners
From: D30: Unappropriated = $500
To: D30-1420: Ditch Petitions – Other Expense = $500

17-79 Contract
The board approved a contract submitted Feb. 15 by Vicki Blair, Clerical Specialist 4, of Williams County Job and Family Services with ENA, dba Necco Center for Title IV-E Agencies and Providers for the Provisions of Child Placement and Related Services with the maximum amount payable pursuant to this contract being $230,000. The term of the contract is from Jan. 1 through Dec. 31.

17-78 Agreement on input of chemical inventory into CAMEO database
The board approved an agreement submitted Feb. 14 by Don Bulla, deputy director of Williams County Communications/EMA, information coordinator, Williams County LEPC, between Michael R. Frey and Williams County LEPC for input of 2017 Chemical Inventory into the Williams County CAMEO Database in an amount not to exceed 1,034. The work will commence on or after March 1 and the completion date is on or before Sept. 30, 2017.


17-77 Expense Reimbursement Contract
The board approved an expense reimbursement agreement submitted Feb. 14 by Robin Kemp, coordinator for Williams County Family and Children First with Four County Family Center. Four County Family Services will provide service coordination at a cost of $45 per hour. The term of the contract is from July 1, 2016 through June 30, 2017.

The Board of Williams County Commissioners approved the following resolutions at the Feb. 13 meeting.

RESOLUTION 17-0070 – Supplemental Appropriation(s)
Be it resolved by the Board of Williams County Commissioners that we hereby approve Julie A. Beagle, Williams County Auditor to make supplemental appropriation(s) from and to the following funds:


Department: Williams County Court of Common Pleas
From: B25: Unappropriated = $820.09
To: B25-1380: Non-Capital Equipment = $820.09

Department: Williams County Commissioners
From: A00: Unappropriated = $48,234.00
To: A00-A87-0450: Capital Assets – Vehicles = $48,234.00

From: A00: Unappropriated = $192.00
To: A00-A98-0240: Wellness – Administration = $ 38.80
To: A00-A98-2100: Wellness – Supplies = $153.20

RESOLUTION 17-0071 – Turnpike Mitigation LPA Agreement #30280
Williams County Engineer Todd Roth submitted a Turnpike Mitigation LPA Agreement #30280 between the Ohio Department of Transportation and Williams County. The total cost of the project is $924,000 with the amount of $864,000 to be paid with state funds. The resurfacing of various county and township roads (CR 34, TR 48, TR 151) and replacing a structure on TR-M50 (hereinafter referred to as Project) is a transportation activity eligible to receive State funding.


RESOLUTION 17-0072 – Soil Boring Agreement
WHEREAS, on February 10, 2017, Williams County Engineer Todd Roth, , submitted a Soil Boring Agreement Feb. 10 between TTL Associates, Inc. and Williams County. TTL Associates, Inc. will provide roadway soil borings for roadway pavement investigations at a total cost not to exceed $3,500.

RESOLUTION 17-0073 – In the Matter of Entering into an IV-E Contract
The board approved a contract submitted Feb. 10 by Vicki Blair, Clerical Specialist 4, of Williams County Job & Family Services with Adriel School, Inc. for Title IV-E Agencies and Providers for the Provisions of Child Placement and Related Services with the maximum amount payable pursuant to this contract being $150,000. The term of the contract is from Jan. 1, 2017 through Dec. 31, 2017.

17-0075 and 76 – Entering into IV-D Contracts
The Board approved two contracts submitted by Lori Geiser, child support administrator for Williams County Jobs and Family Services.
One was submitted Feb. 10 with the Juvenile Court Magistrate for Title IV-D Legal Services at a cost not to exceed $74,361.11. The term of the contract is from Jan. 1 through Dec. 31.
The other contract submitted Feb. 10 by Geiser, is with the Clerk of Courts for Title IV-D Legal Services at a cost not to exceed $15,743.91. The term of the contract is from Jan. 1, 2017 through Dec. 31, 2017.
