During the Monday morning, May 3, 2021 Williams County Commissioners meeting, County Ditch Manager Brian Fritsch brought a concern.
With a change in the revised code from the threshold for Tile Repairs being $4000 to now being $24,000, Fritsch was consulting the commissioners as to whether they and all the land owners of the Fenicle Tile repairs “feel comfortable” with the possibility of the repairs costing a lot more than expected.
“There is one land owner who has three or four properties on that ditch and when you add those up it is going to add up to around $5000 or $6000.” As they are not the signer of the repair, he wanted to know if they should alert the landowners that they might be getting a big bill.
Following some discussion it was agreed that there is no legal rule that they have to do that but that it would be kind for the neighbor who has requested the repairs, to let his neighbors know about the upcoming bills.
In regular business, the Commissioners voted to approve:
-Resolution 155 Supplemental Appropriations on behalf of the Williams County Airport; Engineer; Juvenile Court; and Sheriff’s Office
-Resolution 156 Providing for the Issuance and Sale of Bonds in the Maximum Principal Amount of $825,000 for the purpose of Refunding for Debt Charges Savings the County’s Outstanding Sewer District Improvement Assessment Bonds (Nettle Lake Sewerage Project) Bonds each dated November 18, 1996
-Resolution 157 Providing for the Issuance and Sale of Bonds in the Maximum Principal Amount of $2,875,000 for the purpose of Refunding for Debt Charges Savings the County’s Outstanding County Home Improvement Revenue Bonds dated December 30, 1999
-Resolution 158 Providing for the Issuance and Sale of Bonds in the Maximum Principal Amount of $625,000 for the purpose of Refunding for Debt Charges Savings the County’s Outstanding Sanitary Sewer Systems Improvement Revenue Bonds dated April 13, 2011
-Resolution 159 Entering into an MOU for Shared Services between Auglaise, Hardin, Huron, Logan, Putnam, Van Wert and Williams County Boards of Commissioners and their respective County Departments of Job and Family Services

Following an Executive Session, for consideration of purchase of property, held during the Thursday morning, May 6, 2021 meeting, Mr. Brent Wilson requested that the commissioners provide $51,000 for a property purchase near the airport.
The property is known as the Reifel building and real estate and is a piece they have been wanting to purchase because it is within a safety zone.
Mr. Reifel is ready to sell and after purchase they will move the building to another area on the airport to be re-purposed and used.
Doing so at this time will allow them to get it on this year’s grant and get reimbursed 95% of the purchase price and all expenses from the FAA this year.
The Commissioners passed a motion to approve the allocation of $51,000 to execute this purchase with proper documentation and review by the Prosecutor.
Bids were opened for the MVPO #2-2021, the Bona Vesta Flood and Drainage Project. The pre-bid estimate is $404,445.92. There were three bids: $319,966.20 from Fenson Contracting out of Jennings, Ohio; $263,029.40 from Bryan Excavating out of Bryan, Ohio; and $282,078.05 from Vernon Nagel out of Napoleon, Ohio.
Also during the May 6 meeting, Christina Deehr from Maumee Valley Planning Organization presented an idea of a Regional Project which would be led by Henry County. It concerns The Ridge
Project expanding their program, funded through CDBG-CV funding. Basically it is a proposal to help 10 low income individuals in Williams County with job training.
The Commissioners asked a few questions, got clarification that they could use Covid money and said they are interested in her pursuing this possibility.

Vicki Grimm gave an update regarding unemployment review. “We are getting to the point where we are out of credit with the State of Ohio so we will have to start paying going forward,” Grimm said.
They suggested that they “start going back and charging the departments for their portion of the unemployment that they do.” They have also re-applied for the SharedWorks program. The commissioners agreed that it is a “prudent thing to do.”
